Can't licensed pharmacists sell over-the-counter drugs when they are not on duty?

Paragraph 2 of Article 18 of the Measures for the Supervision and Administration of Drug Circulation stipulates that pharmaceutical retail enterprises dealing in prescription drugs and over-the-counter drugs, licensed pharmacists or other pharmaceutical technicians who have obtained professional qualifications according to law should be listed and informed to stop selling prescription drugs and over-the-counter drugs.

Paragraph 2 of Article 38 of the Measures for the Supervision and Administration of Drug Circulation stipulates that, in violation of the above provisions, if a pharmaceutical retail enterprise sells prescription drugs or Class A non-prescription drugs without licensed pharmacists or other pharmaceutical technicians with legal qualifications, it shall be ordered to make corrections within a time limit and give a warning; If no correction is made within the time limit, a fine of 1000 yuan will be imposed.
