What subsidies or support does the government provide to rural medical health stations in Guangdong Province every year?
In order to sum up the successful experience in the construction of rural health stations in our city, in June 5438+ 10, 2007, the Party School of Huizhou Municipal Committee of the Communist Party of China formed a research group to conduct in-depth research on the work of establishing health stations in every village in our city and trying to solve the problem of farmers' "difficulty in seeing a doctor". The research group believes that "every village has a health station" not only solves the practical problem of "difficult to see a doctor" that has plagued farmers in our city for many years, but also improves the quality of life of farmers, pushes the construction of a new socialist countryside in our city to a new level, and has many profound inspirations for building a harmonious society. This newspaper will publish the research report of the research group in two issues for further study and reference by relevant departments and units. Since the reform and opening up, with the deepening of the market economy and the complex changes in social relations, the few rural health stations in our city have been shrinking, and some of the remaining health stations are also ineffective. According to the survey statistics, by the end of 2005, there were no health stations in 1052 of the 284 administrative villages in the city, 5 19 business premises were not up to standard, and only 90 health stations were up to standard. The city needs to build 703 new health stations and rebuild 259 health stations. Most of the original village health stations have poor facilities, incomplete functions and single service. The history of rural medicine is generally low. Of the 1.052 health stations in the city, 19 have a bachelor's degree, 1.57 have a junior college degree, 5 1.6 have a secondary school degree, and 360 have rural doctors. Most rural doctors have no formal training. "Difficult to see a doctor" has become one of the main factors affecting the quality of life of farmers, and it has also become a basic problem to be solved urgently in the process of building a new socialist countryside in our city.
At the end of 2005, the municipal government took the lead in proposing the establishment of health stations in all administrative villages in the city to achieve the goal of "every village has a health station". In 2006, this project was officially launched. In February, the Municipal Party Committee and the Municipal Government jointly issued the Implementation Plan of Huizhou City to Solve the Problem of "One Security and Five Difficulties" in Rural Areas, and put forward the goal and task of solving the problem of "difficulty in seeing a doctor": by 2008, farmers in the whole city will basically stay in the village for minor illnesses and general diseases, and the central town hospitals will meet the standards of secondary hospitals and be able to handle public health emergencies.
In August, 2006, based on the experience of "every village has a health station" in our city, the provincial government issued "Opinions on Further Strengthening the Service Capacity Building of Rural Health Stations" and "Measures for Subsidizing Doctors in Rural Health Stations in Guangdong Province", and decided that from July, 2006, the provincial finance would provide 14 administrative villages in the province's economically underdeveloped prefecture-level cities (including Huizhou).
By the end of June, 2006 1 1, Huizhou had completed the task of building village health stations in all administrative villages ahead of schedule, and achieved the goal of "every village has a health station".
The rapid and comprehensive establishment of rural health stations is of exemplary significance throughout the country. Then, why can this project be completed first in our city? The research team believes that this is the inevitable result of the profound understanding of the theoretical significance of building a harmonious society and the transformation of the ruling concept by the municipal party Committee and the municipal government. Key points:
In the process of establishing rural health stations in our city, we strengthened leadership, increased investment, selected village doctors and strengthened management, which ensured the public welfare nature of village health stations and enabled farmers to enjoy basic medical and health care.
The comprehensive establishment of rural health stations has provided a useful reference for strengthening the service capacity building of rural health stations in our province, which has exemplary significance in the whole country.
Raise awareness, strengthen leadership, and provide organizational guarantee for "every village health station"
Among 2 1 prefecture-level cities in Guangdong Province, Huizhou's economic aggregate is only at a medium level, and its fiscal revenue is also very limited. In view of this situation, the municipal party committee and municipal government should first correct the concept of government leaders at all levels, and make them realize that it is the responsibility of the government to strengthen and improve the construction of rural medical and health stations. In February, 2006, the Municipal Party Committee and the Municipal Government made it clear that governments at all levels must clearly realize that the establishment of rural health stations is the need to practice Theory of Three Represents and build a harmonious Huizhou, an important content of building a new socialist countryside and an important measure to solve the "three rural issues". At the same time, the construction of rural health stations is further listed as the basic function of governments at all levels, and the objectives, tasks and policies of construction are defined, requiring governments at all levels to give full play to their leading role and put the construction of rural health stations on the agenda of party committees and governments at all levels. The city soon formed a good government atmosphere to speed up the construction of rural health stations, which laid a solid ideological foundation for the smooth development of the work of "covering every village"
In April, 2006, the site meeting of the construction of rural health stations in the whole city was held in Baitang Town, Boluo County. The meeting asked the party and government departments at all levels in the city to speed up the construction of rural health stations. This meeting officially blew the horn of "every village has a health station". In order to carry out the work responsibility, the municipal government and the county (district) governments signed the target responsibility form for the construction of village health stations, and included the construction of village health stations in the performance evaluation of the construction of new socialist countryside in counties and towns. Since then, party committees and government functional departments at all levels have acted quickly, making it clear that the top leaders of the party and government should take overall responsibility, be in charge of specific leaders, and grasp the responsibility system at the first level. Construction, land and resources, development and reform, planning, environmental protection, auditing, supervision and other related functional departments. We also worked closely together to simplify procedures, reduce the construction cost of rural health stations, and opened up a special green channel. The village committee carefully selects the site, designs the architectural drawings and recruits the construction team.
Increase investment, select village doctors, and provide financial support and talent guarantee for the construction of health stations.
The construction of rural health stations is a social welfare undertaking that benefits farmers and needs government input. In the case of relatively tight financial resources, the city and counties (districts) issued financial support policies, increased capital investment, and ensured the completion of the construction goal of village health stations. For example, the Huiyang District Government allocated 50,000 yuan for each newly-built station and 30,000 yuan for each rebuilt station; Huicheng District Government subsidizes 1 10,000 yuan for each new station; Huidong county government grants 50,000 yuan for the construction of new stations, and 1 10,000 yuan for the renovation of difficult villages. Daya Bay District Management Committee gives 50,000 yuan for each new station and 1 10,000 yuan for each rebuilt station; Boluo County Government and Longmen County Government have given subsidies of1-30,000 yuan to newly-built and rebuilt health stations ... Governments at all levels strictly earmark funds and conduct strict supervision and inspection. By the end of 2006 1 1, the construction funds invested by the whole city, counties (districts), towns and villages reached more than 40 million yuan, which provided the necessary financial support for "village health stations" and effectively guaranteed the smooth development of village health stations.
In the construction of rural health stations, rural doctors are the core of health stations. How to select and retain village doctors has become another important task of "every village health station". To this end, the Municipal Health Bureau undertook the important task of selecting rural doctors. Together with the county (district) health bureau and the town health center, they made a detailed investigation in the countryside, formulated a set of standards and procedures for selecting village doctors, and determined the candidates for village doctors. For the selected village doctors, it is necessary to implement the social publicity system, accept the supervision of the broad masses of peasants, and prevent low-level quacks from mixing with the village doctors, thus ensuring the high quality of village doctors.
In order to make village doctors work with peace of mind and attract more doctors to work in village health stations, county (district) governments have respectively introduced financial subsidy schemes for village doctors. June, 5438+October, 2006 10, according to the latest implementation plan of the provincial government on the construction of rural health stations, the municipal party committee and the municipal government timely adjusted the subsidy plan for the construction of rural health stations, and decided that the administrative village health stations in the city should be equipped with a nurse in addition to a rural doctor. The municipal finance subsidizes 600 yuan for each nurse every month (the nurses and the nurses in charge subsidize 700 yuan and 800 yuan respectively). At the same time, the municipal finance grants 100 yuan to village doctors who graduated from technical secondary schools, junior colleges and undergraduate courses, 200 yuan and 300 yuan respectively, and grants 200 yuan to doctors and nurses of health stations in difficult villages on the basis of provincial and municipal subsidies.
Strengthen management and create a good environment for "every village health station"
It is the fundamental work of rural health stations to ensure the standardized operation of village health stations and always adhere to the social service function of public medical care. Therefore, the municipal government has formulated a set of measures for the management of rural health stations from the perspective of institutional innovation, promulgated the Implementation Plan for the Construction of Rural Health Stations in Huizhou City and the Interim Measures for the Management of Rural Health Stations in Huizhou City, standardized the management mode of health stations, and decided to implement the integrated management of town and village health services for the personnel, fees and medicines of health stations. At the same time, the municipal government set up health supervision branches in Xiaojinkou, Shuikou, Chen Jiang, Daya Bay, Shiwan and other places, and gradually extended to other towns and villages, forming a relatively complete health law enforcement supervision system in the city.
After the completion of the new health station, in order to maintain its public welfare nature and ensure farmers to enjoy basic medical care, the municipal government straightened out the management system, and the health station accepted the dual leadership of the town health center and the village Committee, focusing on the management of the town health center in business and ensuring the unified management of the village health station by the government in organizational system; Control medical expenses, supervise drug prices in health stations, establish a list of basic drugs for village doctors, strive to reduce farmers' medical costs, make medical treatment public, and accept villagers' supervision; The village health station is required to undertake the task of public health care in the village, be responsible for monitoring and reporting the epidemic situation of infectious diseases in the village in time, be responsible for all kinds of vaccination work, and publicize the knowledge of health care and infectious diseases to the villagers.
