According to the "Notice of the Admissions Department of the National Civil Service Bureau of the General Office of the Ministry of Human Resources and Social Security and the General Office of the Ministry of Public Security on the issuance of the "2018 Public Security Bureau Implementation Plan for the Examination and Recruitment of Civil Servants for Public Security Graduates of Public Security Colleges" 》(Human and Social Affairs Department [2018] No. 147), in order to ensure that in 2018, public security graduates from public security colleges in Tibet will be admitted to the public examination for the position of people's policeman in the district's public security organs and qualified candidates will be dispatched to their posts on time, according to the examination work Relevant regulations and requirements are scheduled to be organized in Lhasa in late July for relevant candidates to carry out qualification review, interviews, physical examinations, physical fitness tests, job selection and dispatch. The relevant matters are now notified as follows:

1. Target

Candidates who participate in the 2018 open written examination for public security graduates of Tibet Public Security Colleges for the position of people's policeman in the region's public security organs.

2. Time

July 25 to August 7, 2018.

3. Location

The qualification review, interview, physical assessment, dispatch and other work of relevant candidates are carried out at the Tibet Police College (No. 68 Duodi Road, Lhasa City); the physical examination is , the selected position location will be notified later.

4. Work arrangements

(1) Qualification review and interview

1. Relevant candidates who graduated from Tibet Police College will be held on July 25, 2018 (9:30 to 18:00) Uniformly attend the qualification review and interview at Tibet Police College.

2. Candidates who graduated from the People’s Public Security University of China, China Criminal Police College, Railway Police College, Nanjing Forest Police College, Zhejiang Police College, and Sichuan Police College on July 26, 2018 (9:30 to 18:00) to participate in the qualification review and interview at the Tibet Police College.

(2) Physical examination

1. On July 26, 2018, relevant candidates who graduated from Tibet Police College will be organized to undergo a physical examination (candidates must go to Tibet Police College before 7:30) Concentration of technical schools).

2. On July 27, 2018, relevant candidates who graduated from the People’s Public Security University of China, China Criminal Police College, Railway Police College, Nanjing Forest Police College, Zhejiang Police College, and Sichuan Police College will be organized to undergo physical examinations (candidates must Go to Tibet Police College on your own before 7:30 to gather).

(3) Physical fitness test

1. On July 27, 2018, relevant candidates who graduated from Tibet Police College will be organized to carry out physical fitness test (candidates must go to Tibet by themselves before 9:30 Police College Concentrated).

2. (4) Selecting positions

5. Notes

(1) Bonus Points Policy

1. For students who have been commended by departments at or above the provincial or ministerial level during their studies at the school and have received "Excellent*" Graduates of public security majors from Tibetan public security colleges with titles such as Communist Party members, Outstanding League Cadres, Outstanding Student Cadres, Three Good Students, and Outstanding Graduates have won one (times) in the written examination. 10 points will be added to the total score; if two or more items are obtained, 5 points will be added each time, but the cumulative bonus points for the total written test score shall not exceed 20 points.

2. Bonus points will be given to candidates who are direct children of families rated as advanced dual households at or above the county level in our district in 2017. Among them, candidates for the county-level "advanced dual-joint household" and direct children of the family will add 5 points; candidates for the prefecture (city) level "advanced dual-joint household" and direct children of the family will add 10 points; candidates for the autonomous region-level "advanced dual-joint household" and direct children of the family will add 10 points. 15 points. For candidates who are rated as two or more (times) advanced dual-joint households and direct children of families, points will be added based on the highest score, and no points will be accumulated.

3. For candidates who meet the above conditions for bonus points, the total cumulative bonus points for the written examination shall not exceed 30 points.

(2) Qualification review

When registering, candidates must bring their graduation certificate, academic qualification verification materials, ID card, household registration book (or household registration transfer certificate), admission ticket, and political review materials The originals and copies of other documents, and 6 1-inch photos with the same background and no hat. Graduates of public security colleges outside the region must also bring their employment registration certificate or the original employment recommendation letter issued by the Autonomous Region Education Department.

1. Regarding graduation certificates and academic qualification verification materials

(1) Candidates must bring the original and copy of their graduation certificate. Completion certificates, school attendance certificates, and academic certificates are not eligible for admission. Graduates who study part-time through correspondence courses, part-time courses, part-time courses, online education, TV universities, night universities, etc. are not eligible to apply.

(2) Candidates must log in to the China Higher Education Student Information Network (website:) to download and print the "Ministry of Education Academic Certificate Electronic Registration Form". The Autonomous Region Examination and Admissions Office will not handle the dispatch procedures for candidates who have questions about their diplomas for the time being, and will handle the dispatch procedures after further verification of the situation.

(3) Candidates who do not receive their graduation certificate on time due to national student loans must hold the original relevant certificates issued by the school where they graduated and the bank.

2. About age

Candidates must be over 18 years old and under 35 years old (born between November 27, 1982 and November 27, 1999); fresh master's and doctoral candidates The age is relaxed to under 40 years old (born after November 27, 1977).

3. About political review

Candidates should go to the school, the unit and place of residence (village, neighborhood committee) where they and their immediate family members are registered, and the public security agency to promptly carry out political review work (political review Attached is the form, please note that the front and back sides are printed on one piece of paper, and 2 original copies are required). During the qualification review, the staff will review the political review materials one by one. Those who have not completed the political review work or have not started the political review work will not be arranged to participate in the subsequent relevant work, and the consequences arising therefrom will be borne by the candidates themselves.

4. About employment registration certificate

(1) China People’s Public Security University, China Criminal Police College, Sichuan Police College, Zhejiang Police College, Railway Police College, Nanjing Forest Police College, etc. Graduates of public security colleges must hold the original employment registration certificate issued by the relevant department or the original employment recommendation letter issued by the Autonomous Region Education Department.

(2) Graduates of Tibet Police College are not required to provide employment registration certificates or employment recommendation letters.

5. Regarding the transfer of candidates’ files

If candidates bring their own files, please hand them over to the staff in time on the day of qualification review. If a transfer letter needs to be issued, please contact the staff in time on the day of qualification review. (3) Physical examination

The physical examination is strictly carried out in accordance with the "General Standards for Physical Examination for Civil Servant Recruitment (Trial)" and the "Special Standards for Physical Examination for Civil Servant Recruitment" and other relevant regulations. On the day of the physical examination, candidates are asked to have an empty stomach and pay for the physical examination at their own expense (about 550 yuan). During the physical examination, communication tools will be handed over to the staff for safekeeping.

(4) Physical fitness assessment

The physical fitness assessment items include height measurement, 4-10 meter round-trip running, 1000-meter (men)/800-meter (women) long-distance running, and vertical jump touch High, the standards are implemented in accordance with the "Physical Fitness Evaluation Items and Standards for the Recruitment of People's Police by Public Security Organs (Interim)" (Ministry of Human Resources and Social Security [2011] No. 48) and other relevant regulations. (5) Selection of positions

Candidates who pass the written test, qualification review, physical fitness test, physical examination and political review will be selected from the highest to the highest according to their written test scores (combined score + policy bonus points) Choose the position by yourself in the order of lowest score (if the scores are the same, the ranking will be determined from high score to low score in accordance with the order of administrative professional ability test, application essay, and professional subject written test individual scores). When selecting a position, the candidate must be present on site (if there are special circumstances, the client must hold the candidate's original ID card, the candidate's handwritten power of attorney and notarized certificate, and the client's original ID card). Each candidate is limited to one position. If the former gives up the selection of positions, they will be filled in successively until all the positions or qualified candidates have been selected. After selecting a position, candidates should fill in the "Position Selection Confirmation Form" on the spot. Candidates who give up choosing a position should fill in the "Declaration of Giving Up Choosing a Position". In the future, when applying for the position of people's policeman in our district's public security agency, they will no longer enjoy the relevant policy benefits for graduates of public security majors from Tibetan public security colleges.

If a candidate is late or fails to arrive on time on the day of job selection, he or she will be deemed to have given up the job selection and will not be allowed to wait. Candidates with lower scores will take the place in turn.

(6) Signing the agreement, filling in the recruitment approval form and dispatching

Strictly follow the "Autonomous Region Public Security Department District Human Resources and Social Security Department Civil Service Bureau's Notice on Further Strengthening and Improving Public Security in the District" According to the requirements of the "Opinions on the Examination of the People's Police of the People's Government" (Tibetan People's Social Affairs Department [2016] No. 24), based on the position selected by the candidates, organize them to sign the "2018 "Agreement on Orientation Services for Public Security Majors of Public Security Colleges and Universities in Tibet" (in quadruplicate) for open admission to public security bureaus and people's police positions in the region, and fill in the "Civil Servant (Public Security Organ People's Police) Recruitment Approval Form" (in quadruplicate). Candidates are required to bring 4 recent one-inch photos without hats on the same background, a gel pen, and double-sided tape.

After receiving the registration card, the recruited candidates must report to the hiring unit within the specified time.

6. Relevant Requirements

(1) In order to avoid inconsistency in the results of qualification review and other related work due to duplicate names, candidates must keep in mind their own order and all admission materials. The numbers are based on sorting.

(2) Candidates please be sure to keep communication open to facilitate timely contact.

(3) Candidates must truthfully provide relevant materials when registering. If any fraud is found, their qualifications to participate in subsequent relevant work and recruitment will be cancelled, and their qualifications will be recorded in the information database of dishonest applicants.

(4) Candidates are required to strictly abide by the schedule. They must report to the designated location within the specified time, follow instructions and obey the arrangements. Those who fail to attend the qualification review, physical examination and other related work on time due to personal reasons will be treated as voluntarily giving up their employment qualifications.
