2. Cigarette factories produce cigarettes, but they can't sell cigarettes (selling cigarettes is illegal), and the monopoly bureau is responsible for selling cigarettes.

3. Cigarette factories can only sell their own cigarettes to the Tobacco Bureau at the allocated price, and the Tobacco Bureau wholesales cigarettes to individual retailers and then sells them to consumers. This is not a competitive relationship, but an interest adjustment relationship.

Consumers can't buy cigarettes directly from tobacco bureau, let alone from tobacco factory.

Tobacco Bureau sells tobacco leaves from tobacco farmers to tobacco factories, but tobacco factories are not allowed to buy tobacco leaves directly from tobacco farmers.
