Does the China Red Cross have to take the civil service exam?

It must be in principle. Unless it's not made up.

1. The China Red Cross is a unified Red Cross organization of the people of China, a social relief group engaged in humanitarian work and a member of the International Red Cross Movement. The organs of the Red Cross, together with the organs of the All-China Federation of Trade Unions, are listed as "the mass organization organs of the central organization establishment management organs". Since then, China Red Cross Society has become a subordinate ministry directly under the State Council, and China Red Cross Society is connected with the government system from the central government to the county and township level. Its honorary president is the head of the local government, the president is the administrative deputy of the government in charge of culture and education, and most of the directors are also the heads of government departments and state-owned enterprises. The leaders of the Red Cross Societies at all levels shall be appointed and removed by the government.

According to the "Measures for the Implementation of the Red Cross Law" of various provinces, the administrative operation funds of the Red Cross Society at or above the county level are all included in the financial budget of the government at the corresponding level. The employees of the Red Cross are all civil servants, and their salaries are paid according to the standards of civil servants, all of which are fully allocated by the state.
