Civil servants, the full name of national civil servants, are public officials in various countries who are responsible for the overall management of economic and social order and national public resources, upholding national laws and regulations, and implementing relevant obligations. In China, civil servants refer to staff members who perform public duties in accordance with the law, are included in the national administrative establishment, and have wages and benefits borne by the state finance.

The "Statistical Bulletin on the Development of Human Resources and Social Security in 2016" released by the Ministry of Human Resources and Social Security on May 21, 2018 shows that as of the end of 2016, there were 7.19 million civil servants nationwide.

In March 2019, the General Office of the Central Committee of the Communist Party of China issued the "Concurrent Regulations on Civil Servant Positions and Ranks" and issued a notice requiring all regions and departments to conscientiously comply with the regulations. On March 3, 2020, the Organization Department of the Central Committee of the Communist Party of China issued the "Regulations on the Scope of Civil Servants" and the "Measures for the Management of Civil Servants' Positions, Ranks and Levels", which clarified the specific scope of civil servants and the management regulations for their positions, ranks and levels.
