First, the basic situation of education in poor towns and villages in our city

In recent years, the education poverty alleviation work in our city has played an important role in tackling poverty in our city. Especially since the beginning of this year, the city's education system has closely focused on the overall situation of poverty alleviation in the city, strengthened measures, intensified work, highlighted key points, and Qi Xin has made concerted efforts to promote it. Efforts to help the poor through education continued to increase, and the results were significantly enhanced.
(A) grasping the rescue, the poor students' financial assistance work has been fruitful. Focusing on poor students in rural areas, we will increase funding, improve the full coverage student funding system from pre-school education to higher education, and implement the "inclusive+preferential treatment" series of education funding policies to achieve full coverage. In particular, our city is the first in the province to implement the "two exemptions and one subsidy" policy for families with financial difficulties and children of relocated households attending Shangluo Vocational and Technical College. (2) Pay attention to training and carry out skills education for the poor. The Municipal Education Bureau has set up a training leading group with the director in charge as the leader, carefully arranged and deployed vocational skills training as an important content, and incorporated vocational skills training into the overall planning of economic and social development of cities and counties to meet the needs of the development of characteristic industries in our city, optimize the professional setting and curriculum content of vocational schools, and enhance the pertinence and effectiveness of educational skills to help the poor. The education, development, reform and finance departments at all levels in the city strive for more than 30 million yuan through different channels, which improves the infrastructure conditions of vocational education colleges and county vocational education centers and effectively solves the problems of school capacity, accommodation, teaching places and training places. Focusing on the "eight big pieces" of rural tourism service, catering and cooking, domestic service, old-age service, characteristic agriculture, Chinese herbal medicines and high-yield crops in our city, relying on county vocational education centers and town agricultural technical schools to carry out free job-transfer training and practical technical training. Secondary vocational schools actively contact with relevant departments, enterprises and institutions, establish training bases, formulate training projects and plans, and take various forms to carry out various types of training. Focusing on poor township schools, integrating national education projects, strengthening standardization construction, giving priority to improving school-running conditions and ensuring funding input, the school-running conditions of poor townships in the city have been greatly improved, and the level of funding guarantee has been significantly improved. Especially since the beginning of this year, the city's investment in poverty alleviation education has further increased, and * * * has won 332.83 million yuan for the construction of provincial education projects, a year-on-year increase of 1 1%. (4) Pay attention to team building and comprehensively strengthen the construction of teachers in poor mountainous areas. Focusing on poor township teachers, the supplementary efforts have been intensified. According to the compilation standards, all counties and districts have reorganized primary and secondary schools, basically equipped with two teaching points, with insufficient students 10. (1) The conditions for running schools in poor towns are not up to standard. The number of independent public kindergartens run by villages below towns in the city is small, the service radius of small villages (teaching points) is too large, and some rural schools lack modern teaching equipment. The task of standardization construction is still arduous.
There is a structural shortage of teachers in poor towns and rural areas. Most of the more than 200 teaching points in the city are aging, the team is not stable enough, the number of backbone teachers is small, and there is a shortage of teachers in sports, English, information technology and other disciplines, and the phenomenon of teaching without learning is more prominent.
Small schools in poor towns and villages are inefficient. At present, the number of teaching points with 20 students or less in poor towns and villages accounts for 60% of the total number of teaching points. The system of double-class teaching and teachers' guaranteed classes has been basically implemented, and the teaching quality and safety management need to be further strengthened.
Four. Countermeasures and suggestions on further strengthening education to help the poor accurately
In the coming period, the city's education precision poverty alleviation should closely focus on the working idea of "having accurate and powerful funding policies, high-quality teachers, standardized school conditions, making poor students afford books, and making poor farmers have the skills to get rich". On the basis of continuing to implement the existing policies, adhering to the successful practices in the past, and doing the existing work well, we will further adhere to the problem orientation, reform and innovation, and precise policy, and then put forward the following countermeasures and suggestions.
(A) to strengthen the integration of financial aid policy projects in poor universities. (3) Strengthen the county-level overall planning of education construction project funds. (4) Reform the balanced allocation mechanism of teachers in poor villages and towns. According to the method of "managing the total amount, regardless of weight", the requirements for setting up schools in poor villages and towns should be appropriately relaxed to give priority to meeting the needs of teachers in poor villages and towns. Further improve the proportion of outstanding principals and teachers in urban and rural areas to exchange posts and follow-up study. Finance at all levels should set up special funds for teacher training in poor mountainous areas and increase training efforts. Timely expand the implementation scope and subsidy standards of teachers' living allowance in remote mountainous areas, further strengthen the balanced allocation of teachers, and let poor township teachers teach well and stay.
In order to grasp the actual situation of rural education and improve the effectiveness of poverty alleviation through education, Zhongming Town conducted a survey on poverty alleviation through education this year. The survey is as follows:

Stabilize the existing education level, focus on supporting the education of students from poor families and caring for the education of left-behind children; The second is to improve skills and quality. Strengthen the skills training of labor force by integrating training resources, strengthening skills propaganda and giving full play to the role of farmer's bookstore; The third is to improve the quality of civilization. Relying on the "Women's Federation+"model, fully mobilize female cadres at the township and village levels, rural women party member, and capable women to actively participate in the activities of "a thousand people walking in a civilized new style", and gradually improve the quality of civilized rural customs from the aspects of managing family affairs, being polite, respecting the elderly and loving the young. Strive to achieve the goal of poverty alleviation in 20 17 years.
