Chapter I General Principles

Article 1 In order to further standardize the management of grid workers in the whole province, these measures are formulated in accordance with the National Standards Committee's Code for the Management of Urban and Rural Community Grid Services (GB/T 34300-2017) and the General Office of the Provincial Party Committee and the General Office of the Provincial Government's Guiding Opinions on Deepening the Management of Grid Services (Guo Ban Fa [2021] No.30), combined with the actual situation in our province.

Article 2 Grid service management must adhere to the principles of * * * leadership, government responsibility, democratic consultation, social coordination, public participation, legal protection and scientific and technological support.

Article 3 These Measures shall apply to the management of grid members and their related activities within the administrative area of our province, and the management of grid members and grid members and their related activities shall be implemented with reference.

Chapter II Responsibilities of Grid Members

Article 4 In the village (community), according to the principle of "moderate scale, clear boundary and seamless coverage", the grid shall be scientifically and reasonably divided according to local conditions. The urban community grid should be bounded by streets and buildings, and the rural grid should be bounded by villagers' groups or natural villages, and there should be no overlapping and blank areas. In particular, hidden dangers such as forest roads, wells, mineral resources and river gullies are included in the grid management category.

Fifth, scientifically allocate the power of grid work and form a grid team of "grid leader+grid member+grid member". Grid team leader, grid member and grid member work under the guidance of integrated management center (grid service management center).

Grid chief, grid member and grid member shall implement the real-name registration system, and their basic information shall be entered into the comprehensive management information system of social security in the whole province.

A bulletin board is set up in a prominent position in the service management area of each grid to publicize basic information such as grid code, names of grid members, photos, contact information, job responsibilities and so on.

Article 6 The grid chief shall perform the daily management duties of grid members within his jurisdiction, and guide and help grid members to coordinate and solve the difficulties and problems encountered in their work.

Grid member mainly plays the role of propagandist, information officer, coordinator, spear dispatcher and waiter, and does not take the place of relevant administrative departments to undertake supervision and management responsibilities. Grid members should adhere to daily inspections and visits, visit the areas in charge at least once a week, fully understand social conditions and public opinion, and make the situation within their jurisdiction clear.

Grid assistants cooperate in grid-related work within their terms of reference, and form teams with grid leaders and grid members to carry out group services.

Article 7 Grid members shall mainly perform the following duties:

(1) Comprehensively collect, input and update basic information such as people, places, things, things and organizations in the grid, dynamically grasp the real population and real houses in the grid, pay special attention to floating population, rental houses, special people and "three left behind" personnel, and find out the personnel information, infrastructure and living conditions in the grid.

(two) through visits and inspections, timely understand the social conditions and public opinion in the grid, listen to the opinions and suggestions of the masses, and timely reflect and help solve the demands of the masses.

(III) Assist relevant departments to investigate hidden dangers such as social security, fire safety, production safety, traffic safety, railway safety, food and drug safety and geological disasters within the grid, and report problems or clues to the village (community) comprehensive management center in a timely manner.

(four) through regular surveys, home visits and other means. , promptly investigate all kinds of contradictions and disputes within the grid, coordinate and solve general contradictions and disputes on the spot, and report more complicated or policy-oriented contradictions and disputes to the village (community) comprehensive management center in time.

(five) to assist the public security, health, judicial administration and other functional departments in the service management of special groups and participate in social and psychological services.

(VI) According to the model of "one grid, one WeChat group", establish a grid WeChat group managed by grid members, promote residents, enterprises, merchants and institutions in the grid to join the group at least "one household, one representative", cooperate with the work related to party building, publicize the party's line, principles and policies, national laws and regulations and important decisions of the party Committee and government, popularize safety prevention knowledge, guide the masses to abide by the law, and organize and mobilize the masses to actively participate in the creation of grass-roots peace.

(eight) to carry out visits to places such as religion, to assist in the work of "eliminating pornography and illegal publications", to participate in the establishment of grassroots peace in peace village (community), safe families, safe hospitals and safe campuses, and to organize and mobilize grid-based prevention and treatment teams such as building owners and volunteers to participate in grid service management.

The third chapter grid staffing

Article 8 In urban communities, each grid shall be equipped with at least one full-time grid worker. Where rural tasks are heavy, full-time grid workers can also be equipped; Grid members in other rural areas can be part-time grid members by people other than the backbone of the village "two committees" or college students recruited by the "rural revitalization plan of 10 thousand people"

Article 9 Power grid employees shall meet the following conditions:

(a) support China's leadership, implement the principles and policies of the party and the government, and abide by national laws and regulations;

(2) People's Republic of China (PRC) citizens aged 18;

(3) Having academic qualifications that meet the requirements of the post;

(4) Having the physical conditions for performing duties and other conditions that should be met;

(5) Under the same conditions, priority will be given to China * * * party member, personnel with professional titles, personnel who have obtained certificates of social workers at all levels, retired soldiers, and personnel who enjoy subsistence allowances as grid members.

A person under any of the following circumstances shall not serve as a grid member:

(a) there are violations of law and discipline under investigation;

(2) Having received criminal punishment or administrative punishment for public security;

(3) Being expelled from Party membership, public office or military service;

(four) other circumstances in which employment is prohibited by laws, regulations and policies.

Article 10 The staffing of power grid employees shall adhere to the principle of "loyalty, reliability, consistency between people and posts, suiting measures to local conditions, being pragmatic and effective". Chapter IV Grid Member Management

Twelfth grid service management center and the integrated management center at the same level run as a whole, and undertake the organization, coordination and guidance of grid service management and team building within their respective jurisdictions.

Under the leadership of the Political and Legal Committee of the county-level Party Committee, the county-level comprehensive management center has established and improved the relevant systems of grid staff selection, management, training, rewards and punishments, assessment and dismissal, and a list of grid staff post responsibilities; Establish and improve the grid access system, formulate the access list, timely divert, assign and dispose the events reported by grid members, and standardize the disposal process; Establish and improve the task list of relevant functional departments in grid service management, urge relevant departments to give full play to their role in grid service management, and improve the collaborative linkage mechanism.

The township (street) comprehensive management center is responsible for formulating the work system of grid members' home visits, information submission, regular work meetings, rewards and punishments, coordinating and handling matters assigned by superiors and reported by subordinates, and doing a good job in tracking and supervising.

The village (community) comprehensive management center is responsible for organizing the grid staff within its jurisdiction to carry out their work, strengthen daily management, and report uncontrollable and major emergencies in time.

Article 13 Grid service management shall operate in accordance with the "six-step closed loop" working mechanism of problem reporting, case filing, task assignment, investigation and implementation, feedback processing and case closing and filing. The specific contents are as follows:

(a) grid members found hidden problems in their work, and after understanding the demands of the masses, they should coordinate and solve them in time; Unable to handle, timely report to the village (community) comprehensive management center, and the village (community) comprehensive management center shall actively coordinate and handle the incidents reported by the grid staff, and report the cases that cannot be handled step by step.

(II) If the comprehensive management centers at all levels find or receive the mass demands and hidden dangers reported by the comprehensive management centers at lower levels and grid workers in their work, which fall within the scope of responsibilities of the unit or the relevant departments at the same level, they shall promptly solve them or refer them to the relevant departments for solution, and strengthen coordination for problems involving multiple departments as needed; Belonging to the scope of responsibility of the subordinate comprehensive management center, it shall be assigned in time; Need to be coordinated by the superior comprehensive management center, it should be reported in time.

(3) Comprehensive management centers at all levels shall verify the related demands and hidden dangers found or reported at the first time and solve them within the specified time, or follow up and inspect and urge relevant departments at the same level and subordinate comprehensive management centers to solve them within the specified time, and feed back the processing results to relevant residents.

(four) all levels of township (street) comprehensive management center should establish a full electronic file. Conditional community (village) comprehensive management center can establish electronic files.

Fourteenth grid work departments should strengthen the business guidance and daily training for grid staff, and improve their comprehensive business skills.

The provincial and municipal levels are mainly responsible for training the backbone business knowledge and technical operation knowledge; County and township levels are responsible for the daily training of all grid members, with county-level training not less than 2 times a year and township training not less than 3 times a year.

Fifteenth items included in the grid work, should be approved by the Political and Legal Committee of the county party committee, establish an access list, and clearly include the reasons, standards and exit procedures.

Matters that are inconsistent with the responsibilities of the grid, do not match the working ability of grid members, and work that has not established a collaborative working mechanism shall not be delegated to the grid; Administrative, law enforcement and professional work shall not be included in the scope of grid responsibilities. For matters that have been included in the grid category, if it is proved that it is no longer suitable for the grid to undertake, it will be approved to withdraw according to the procedure. The relevant departments, towns (streets) and villages (communities) do not arrange grid workers to engage in work inconsistent with their duties according to regulations, and the safety construction leading group offices at all levels shall notify, interview, supervise and urge them to rectify.

Sixteenth county (city, district) and township (street) two-level comprehensive management center to establish a reward and punishment incentive mechanism for grid staff. Give typical recognition to grid workers with outstanding performance, give priority to political honors such as party representatives, NPC deputies and CPPCC members at all levels, implement material rewards such as performance pay, and continuously broaden the career development channels of grid workers. Replace the grid worker who is incompetent in the assessment.

Chapter V Funding Guarantee

Article 17 The municipal and county (city, district) people's governments and their financial departments shall, in accordance with the provisions, include the funds for grid service management, the remuneration of full-time grid workers and the subsidies for part-time grid workers into the fiscal budget at the same level to ensure the smooth development of grid service management.

Eighteenth full-time grid staff treatment (excluding all kinds of insurance, etc.). ) not less than the local minimum wage. Explore the inclusion of full-time urban grid workers in the management of community workers and enjoy the relevant wages and benefits of community workers.

Chapter VI Legal Liability

Twentieth grid staff should strictly abide by national laws and regulations and work discipline, and keep the state secrets, business secrets and personal privacy they know in the process of performing their duties according to law.

Twenty-first grid members in violation of the provisions of these measures, give corresponding treatment; If a crime is constituted, criminal responsibility shall be investigated according to law.

Article 22 If a grid worker is intimidated, threatened, injured, framed by revenge, insulted or slandered, his work equipment is damaged or robbed, or the grid worker is prevented from performing his duties normally, the public security organ shall punish the relevant unit or individual according to law, and if the case constitutes a crime, he shall be investigated for criminal responsibility according to law.

Chapter VII Supplementary Provisions

Article 23 These Measures shall be implemented as of the date of promulgation.
