The relevant matters are hereby announced as follows:
I. Quantity and scope of imports
(1) Import quantity

(II) Scope of introduction
The "Outstanding Talents Program" is mainly aimed at college graduates in 2023 and those who did not work in a work unit during their career selection period (202 1-2022).
To apply for a degree in a municipal institution, one of the following conditions must be met: (1) full-time doctoral students in ordinary universities; (2) Full-time graduate students and undergraduates in the first round of "Double First-class" construction universities (42 universities) announced by the Ministry of Education in 2065438+07 and the second round of "Double First-class" construction universities (including two disciplines covered by first-class disciplines) announced in 2022 (Annex18); (3) List of the top 200 full-time graduate students of foreign universities in QS in 2023 (Annex 19).

Graduates from directional training, entrusted training, online colleges, adult education colleges and independent colleges are not included in the scope of introduction.
Employees of party and government organs, institutions, enterprises and central and provincial economic units in our city are not allowed to enter the examination.
Other on-the-job personnel must be approved by the department or unit with the authority of employing people, and the approval certificate stamped with the official seal of the department or unit shall be issued during the on-site qualification examination.
Second, the introduction conditions
(1) Having China nationality;
(2) Abiding by the Constitution and laws and having good conduct and professional ethics;
(3) Having a strong professional theoretical foundation and practical ability, being able to meet the needs of the post and having the professional or technical conditions required for the post;
(4) Having the physical conditions to perform the duties of the post normally;
(5) Graduating within the prescribed academic system and obtaining academic degree certificates on schedule;
(6) Doctoral students born after 1 February 1982 1, master students born after 1 February 19871,undergraduate students born after1February 1992/;
(7) Other qualifications required by the post.
The 2023 college graduates who have signed an employment agreement with the employer must terminate the employment agreement with the signing unit before publicity.
Persons who have received criminal punishment and been expelled from public office, non-fresh graduates of full-time colleges and universities, active servicemen and those who are not allowed to be employed by laws and regulations are not allowed to apply for the exam, and non-fresh graduates of full-time colleges and universities cannot take the academic degree obtained as the condition for applying for the exam.
Candidates are not allowed to apply for positions that should be avoided in the Regulations on the Avoidance of Personnel Management in Institutions (Ministry of Human Resources and Social Security [2065 438+09] 1).

(1) Registration

If the registration information fails to pass the preliminary examination, it can be changed or supplemented before February 2 1 day 16:00, 2023, and cannot be changed or supplemented after the deadline.
The performance of the applicant during the application period will be an important part of the investigation.
Candidates use the second-generation ID card to register, and the ID cards used for registration and examination must be the same.

2. Unit trial

The talent introduction unit shall designate a special person to be responsible for the preliminary qualification examination, check the online registration in time, and carefully conduct the qualification examination.
Those who are qualified for registration shall not refuse to register; If the preliminary examination fails, the reasons shall be explained; If the submitted materials are incomplete, the missing contents shall be indicated and returned to the applicant for supplement.
During the online registration period, the talent introduction unit will announce the consultation telephone number and arrange a special person to be on duty to provide consulting services.
Step 3 print the form
After the applicant submits the registration information, he can check the preliminary examination results in time.
Before Feb. 24th, 2023 16:00, those who passed the preliminary examination downloaded and printed the Registration Form for the Introduction Plan of Excellent Young Talents in Jining City in 2023 and the Letter of Commitment for Honesty of Applicants for qualification examination.
For the successful application, the talent introduction unit shall keep the applicant's registration information.
(2) Qualification examination
Competent departments (units) shall conduct qualification examination for qualified personnel in the first instance and be responsible for the results of qualification examination.
The way, time and place of qualification examination shall be determined by the qualification examination department and the candidates shall be notified.
Applicants are required to provide the originals and photocopies of the following materials: (1) the registration form of Jining Excellent Young Talents Introduction Plan in 2023 and the applicant's letter of commitment in good faith; (2) Second-generation ID card; (3) Diploma recognized by the state (graduates of the class of 2023 who have not yet obtained a diploma must provide employment recommendation forms); (4) The registered foreign college graduates must submit the academic degree certification of the national education department.

The exam is not limited by the registration ratio, and there is no written test. Candidates are determined by interviews or interviews.

(5) Investigation and physical examination

The inspection and physical examination shall be organized and implemented by the competent department of the talent introduction unit.
The inspection can be carried out in various ways according to the requirements of post conditions, mainly focusing on ideological and political quality, moral quality, professional ability and so on. , and comprehensively review the registration qualifications and whether the relevant information materials submitted are true and accurate.
According to the "Opinions on Further Strict Management of Cadres' Files" (Lu Zufa [2065438+07] No.2), the candidates' files are strictly reviewed, focusing on the contents of "three years of age, two calendars and one identity", and at the same time, whether there is job avoidance is investigated.
Document review is strictly controlled. Anyone who alters the file, the relevant information can't be identified, the investigation is unclear, or I am responsible for it, shall not go through the employment procedures.
According to the standards of civil servants' physical examination, organize an inspection of qualified personnel in general hospitals at or above the county level.
If re-examination is required according to regulations, it shall not be carried out in the original medical examination hospital, and the re-examination can only be carried out 1 time, and the result shall be subject to the re-examination conclusion.
Applicants who fail to attend the physical examination at the specified time and place shall be deemed to have given up automatically.
The competent department of the talent introduction unit may decide whether to fill the vacancies caused by abandoning the inspection, physical examination qualification or unqualified inspection and physical examination in turn from the same position.
(6) Employment publicity
Those who pass the inspection and physical examination shall be examined by the competent department of the talent introduction unit before their posts. After passing the examination, it shall be publicized after being reported to the comprehensive personnel management department of the city, county and institution for approval according to the personnel management authority of the institution. The publicity period is 7 working days.
After the expiration of the publicity period, if there is no problem or the problems reflected do not affect the employment, the employment procedures shall be handled.
After the self-inspection and physical examination, the employment procedures should generally be completed within 10 working days.
This year's graduates should first sign the employment agreement of ordinary college graduates (signed by themselves, the employer and the school), and go through the relevant formalities after their formal graduation.
Talent introduction units and employees shall sign employment contracts and establish personnel relations according to regulations.
Employed personnel shall implement the probation period system according to the regulations, and those who pass the expiration period shall be formally employed, and those who fail shall not be employed.
According to the establishment management mode of public institutions, the employees will be included in the real-name system management (equal treatment, equal treatment) for the establishment of real-name registration system registration or total personnel control.
The minimum service life of the employed personnel in the employing unit is 3 years (including probation period).
