American visa expedited passport can be expedited?

American visas cannot be expedited, and passports cannot be expedited because visas are expedited. Passport expedited conditions are:

Article 5 Under any of the following circumstances, a citizen may apply for an expedited ordinary passport to the exit-entry administration department of the public security organ of the local people's government at or above the county level where his domicile is located, and submit relevant materials:

(1) Going abroad to attend funerals or visit critically ill patients;

(2) The commencement date of studying abroad is approaching;

(3) The entry permit or visa of the destination country will expire soon;

(four) other emergency reasons identified by the exit and entry administration department of the public security organ of the provincial local people's government.
