1. Adjustment of cultivated land: Cultivated land retention: By 2020, the cultivated land retention will be adjusted from the current plan of no less than 26,145.21 hectares (392,200 acres) to 28,026.67 hectares (420,400 acres), increasing 1881.46 hectares (28,200 acres), consistent with the target issued by superiors. Adjustment of cultivated land layout: The decrease of cultivated land is mainly due to the decrease of 472.55 hectares of cultivated land occupied by construction; the decrease of 147.29 hectares of ecological farmland; the decrease of 398.41 hectares of disaster damage, and the decrease of 1018.25 hectares of land, mainly distributed in Guanshan Town, Shimenkou Township, etc.; the increase of cultivated land is mainly due to Through land consolidation, 647.85 hectares of cultivated land were added, mainly distributed in Donghui Town, Zhangzhuang Town, etc.

2. Adjustment of basic farmland Basic farmland protection area: The basic farmland protection area was adjusted from 22,676 hectares (340,100 acres) to 23433.81 hectares (351,500 acres), an increase of 757.81 hectares (11,400 acres). Be consistent with city-level indicators. Adjustment of the layout of basic farmland: The increase in basic farmland includes part of the farmland transferred from the permanent basic farmland around the city, and the other part of the farmland concentrated in the periphery of the city. The total number of basic farmland transferred is 1,357.04 hectares (20,400 acres). The reduction of basic farmland includes basic farmland within the scope of ecological return to farmland, basic farmland currently designated as non-cultivated land, and basic farmland planned to be occupied by the 13th Five-Year Plan project. The county has allocated 707.66 hectares (10,600 acres).

3. Adjustment of prohibited construction areas and conditional construction areas: 1. Adjustment of prohibited construction areas: The adjustment of prohibited construction areas is connected with the delineation of ecological red lines, and the Shanxi Province Yaolinsi Guanshan Nature Reserve (including the core area and buffer zone) is included in the prohibited construction area, and the experimental area is not included in the prohibited construction area (divided into two areas: Yaolinsi District and Qiulin District, covering an area of ??5345.26 hectares). Before the adjustment, the prohibited construction area mainly included the first-level area of ??Niangziguan Water Source Protection Area and Shangyi Reservoir Protection Area, covering an area of ??471.88 hectares, and the area after adjustment was 5817.14 hectares. 2. Adjustment of conditional construction areas: (allowed construction areas: conditional construction areas = 1:0.5?) Reduce the overlapping portions of conditional construction areas with basic farmland and key projects. The area of ??conditional construction area before adjustment was 6125.06 hectares, and the area after adjustment was 3224.23 hectares.

By 2020, 92.02 hectares of new construction land will be arranged. The conditional construction area in the central city area is 380.26 hectares. The basic farmland area is 302.35 hectares. 2. Development zone land use arrangement: Pingding Economic and Technological Development Zone is constructed and managed according to the "one district, multiple parks" model, forming a "one district, two parks, five clusters" spatial pattern, which does not overlap with the central city area. The proposed area of ??Pingding Economic and Technological Development Zone is 4635.24 hectares, including 3127.03 hectares of Longchuan Industrial Park and 1508.21 hectares of Zhangzhuang New Industrial Park. During the planning period, 241.82 hectares of new construction land will be arranged, and the area of ??conditional construction area will be 1719.46 hectares.

5. Adjustment of key projects. The new indicators arranged this time mainly implement the key projects to be implemented from 2016 to 2020. Based on the current situation database in 2015, the original indicators are uniformly cleared, and the original planning is new. If the additional indicators continue to be implemented from 2016 to 2020, this adjustment and improvement will continue to retain this part of the indicators (occupying the number of indicators issued by the superior this time); this time, it is also necessary to implement the key projects (hatted projects) issued by the superior.
