34. 35. Admission is conducted in batches, namely, advance approval, undergraduate course, undergraduate course and vocational and technical college. 36. Targeted employment enrollment will be accepted at the same time as the corresponding batch of schools. Directional employment enrollment plan can't be completed within the school file transfer score line, but it can be supplemented within 20 points below the school file transfer score line and above the same batch admission control score line. Directional Tibet can be supplemented within 40 points below the school file transfer score line. Colleges and universities choose the best candidates according to directional volunteers. If the targeted employment enrollment plan has not yet been completed, a batch of undergraduate students will openly solicit volunteers according to the planned balance or publicly solicit volunteers after they are transferred to the non-targeted employment enrollment plan, and the rest will be transferred to the non-targeted employment enrollment plan.

37. The enrollment of ethnic preparatory classes will be admitted together with the corresponding batch of colleges and universities. The enrollment targets of ethnic preparatory classes are ethnic minority candidates. If the number of college students in our province is insufficient, the remaining plans will be adjusted and used throughout the province.

38. According to the number of enrollment plans of each batch and the results of the unified examination of candidates, the Provincial Recruitment Committee demarcated the admission control scores of each batch according to the arts and sciences, and demarcated the scores of art, specialty and culture respectively. Among the candidates whose filing scores reach the same batch of admission control scores, according to the proportion of filing, the provincial recruitment office will release the electronic files of candidates to colleges and universities.

39. A batch of undergraduate parallel volunteer files, by colleges and universities according to the simulation file to determine the file ratio, and adjust the enrollment plan. After the last simulation filing, it will not be adjusted, and then it will be formally filed.

40. For other batches, the proportion of the first voluntary batch is determined within 120% of the college enrollment plan outside the province and 1 10% of the college enrollment plan in this province. Except for the first voluntary batch, supplementary files and other voluntary files are filed according to the planned balance of the institution 1: 1.

4 1. After parallel volunteer files, the balance of the plan will be collected for volunteers. For colleges and universities with insufficient students after all candidates volunteer to fill in the report, the Provincial Admissions Office will announce the plan balance to the public after each batch of volunteers fill in the report, and openly solicit volunteers. For institutions with small planned balance, collect volunteers on the score line; For institutions with large plan balances, the scores will be lowered when collecting volunteers. If the number of online volunteers is still insufficient after collecting volunteers, the score will be reduced, and the score will generally not exceed 20 points. The plan of this solicitation of volunteers is only based on the volunteers reported in this solicitation.

42. According to the principle that the school is responsible for supervising the enrollment of new students. Colleges and universities should admit students in accordance with the admission rules in the enrollment regulations announced to the public. If the relevant contents in the articles of association for enrollment of colleges and universities are inconsistent with the provisions of the state and our province, the provisions of the state and our province shall prevail. When enrolling new students in colleges and universities, it is necessary to complete all links such as file shifting, file reading, audit, pre-recording and file withdrawal on time in accordance with the prescribed procedures for remote online admission, so as to ensure the normal circulation of candidates' electronic files and the smooth progress of admission. The provincial admissions office actively communicates with universities that fail to complete relevant work as required within the time limit. For those who refuse to contact for no reason or deliberately delay the time, the provincial admissions office can set the candidates' electronic files as pre-admission status from high to low according to the number of candidates planned by colleges and universities and the admission rules, and immediately notify the colleges and universities in writing, and report the relevant information to the Ministry of Education.

44. Without the approval of the Ministry of Education, institutions of higher learning may not arbitrarily set the enrollment ratio of male and female students, and may not impose foreign language restrictions on candidates who apply for non-foreign language and literature majors.

45. It is necessary to effectively strengthen the management and supervision of the use of the adjustment plan. Colleges and universities should collectively study and decide on the use of their adjustment schemes, and be responsible for handling the remaining problems. It is not allowed to lower the admission criteria to admit students by roll call, and it is not allowed to charge candidates any fees linked to admission by using the transfer plan.

According to the number of adjustment plans proposed by colleges and universities and related requirements, the Provincial Admissions Office can file in the order of high score to low score according to the wishes of candidates on the batch admission control score line of colleges and universities.

The adjustment of college enrollment plan needs to use the online management system of national college enrollment source plan to make online adjustment.

46. The following high school graduates (item (8) is not limited to high school graduates) add 20 points on the basis of the total score of the unified examination, and the school will decide whether to admit them:

47. The following candidates can add 10 on the basis of the total score of the unified examination, and the school will decide whether to accept them:

48. The following candidates can add 5 points on the basis of the total score of the unified examination, and the school will decide whether to admit them:

49. Articles 46, 47 and 48 stipulate that the bonus points are not cumulative, that is, if candidates enjoy more than two bonus points at the same time, only one of them will be counted, with a maximum of 20 points. Candidates who meet the above conditions for extra points shall be publicized by the Provincial Admissions Office on the website of Henan Admissions Office, and candidates who have not been publicized shall not be given extra points.

50. For each batch (excluding art and sports), the candidates who first volunteered to fill in the agricultural and forestry colleges and universities, if the number is insufficient, they can be graded in the admission control score line, and the reduction rate will not exceed 20 points. The opinions of colleges and universities outside the province on this provision must be determined when submitting the student source plan, and our province will announce it to the public together with the student source plan.

5 1. The following candidates are given priority by colleges and universities under the same conditions as other candidates:

(1) Candidates discharged from active service in the army;

(2) Children of soldiers who died in the line of duty in disabled soldiers, children of first-class to fourth-class disabled soldiers, children of active servicemen stationed in frontier areas, desert areas, counties (cities) in remote areas determined by the state and special, first-class and second-class island troops determined by the army;

52. Colleges and universities shall not refuse to accept candidates who are physically disabled, can take care of themselves, can complete their reported professional studies and achieve the required results in the college entrance examination.

53. Colleges and universities should mark the list of candidates to be admitted (including candidates admitted by unified examination, walk, separate examination, etc.) with the same admission type, and report to the provincial admissions office for examination and approval, and supplement or adjust the corresponding plan through the online management system of the national college enrollment source plan. After the examination and approval of the Provincial Admissions Office, a database of admission candidates will be formed, and the corresponding roster of admission candidates and the confirmation form of admission candidates will be printed accordingly (the confirmation form is only used in the third batch of undergraduate courses), and the special seal for admission of the Provincial Admissions Office will be stamped. Colleges and universities fill in the admission notice according to the online enrollment list approved by the Provincial Admissions Office, affix the seal of the school, and send it directly to the admitted candidates together with the admission information confirmation form, relevant admission registration instructions and funding policies and measures provided by the Provincial Admissions Office. Universities, middle schools and other units and individuals shall not detain the candidates' admission notice.

Provincial admissions offices and institutions of higher learning shall announce the relevant admission results to the public, and provide admission information, public consultation and appeal channels for candidates. Candidates can log on to the website of Henan Admissions Office, or call the provincial admissions service hotline, or check and confirm their admission results through city and county recruitment and announcement.

54. Candidates' paper media files (including candidates' senior secondary education stage files and candidates' registration forms, physical examination forms and volunteer forms) are managed by counties (cities, districts) in a unified way, and the archival materials must be complete and complete. After the paper media files of the admitted candidates are sealed by the county (city, district) recruitment office, the candidates themselves will go to the county (city, district) recruitment office with the admission notice, admission ticket and ID card to collect them, and hand them over to the admitted universities when reporting. When receiving files, both candidates and county (city, district) admissions staff should perform the signing procedures.

Ban Zhao at all levels should strengthen the management of paper media files, and may not provide files to candidates and universities without the approval of Ban Zhao Province. The file retention period is half a year after the end of admission. After the expiration of the preservation period, the county (city, district) Ban Zhao will return the candidates' senior secondary education files to their graduation middle schools, and the registration form, volunteer form, physical examination form (card) and other relevant forms of the college entrance examination will be destroyed according to classified materials.

55. No unit or individual may disclose the personal information of candidates and confidential information related to the admission process without authorization.

56. According to the Notice of Henan Provincial Public Security Department on No Migration of Accounts for Freshmen in Colleges and Universities in Our Province (Tong [2002] No.85), no migration of accounts will be carried out after freshmen are admitted to colleges and universities in our province. Agricultural registered permanent residence's freshmen, with the admission notice and the relevant documents required by the household registration department, go through the local urbanization procedures at the local police station where they registered. Freshmen admitted to colleges and universities in other provinces are still subject to state regulations. If the province where the university is located does not require to move the household registration, it may not move the household registration, and handle the local farmers' conversion procedures according to the measures of the universities in this province. After graduation, students will go to the local police station in registered permanent residence to move in with their graduation certificate, employment registration certificate and certificate of receiving unit.

57. Candidates should go through the admission and registration procedures according to the time and relevant requirements stipulated by colleges and universities. Candidates who can't register at school on time should submit a written application to colleges and universities, and their registration can be postponed after approval.

According to the list of candidates approved by the Provincial Admissions Office and the admission notice issued by the school, colleges and universities handle the admission and other related procedures for freshmen in accordance with relevant regulations and requirements.

Candidates who fail to report within the time limit without consent are deemed to have waived their admission qualifications. Colleges and universities should summarize the list of candidates who voluntarily give up their admission qualifications according to the provinces (autonomous regions and municipalities) where the students are located, and submit it to the provincial admissions office within 20 days after the normal registration deadline stipulated by the school.

According to the list of candidates who voluntarily give up admission qualifications submitted by colleges and universities, the provincial admissions office cancels the corresponding candidates in the database of candidates admitted in this province, establishes a separate database of candidates who voluntarily give up admission qualifications, and reports it to the Ministry of Education for the record.

58. Colleges and universities that recruit walk-in students must upload the database of walk-in students who have passed the exam to the "Sunshine College Entrance Examination" platform of the Ministry of Education before April 10. The Provincial Admissions Office will download materials on the "Sunshine College Entrance Examination" platform before April 20 to handle the admission examination and approval procedures, and send the admission list of students who walk to relevant universities.

Colleges and universities that organize the entrance examination separately (except for four pilot schools in higher vocational colleges in this province) should submit relevant data and written reports to the provincial admissions office before June 30.

After the admission, the Provincial Admissions Office will report all the candidates admitted by our province on time according to the date stipulated by the Ministry of Education (including candidates admitted by unified examination, walking and individual examination), which will be the main basis for electronic registration of freshmen's school status.

59. After the regular admission, all undergraduate enrollment will not be repeated. If the freshmen at the junior college level fail to report, the colleges and universities shall apply. With the consent of the study, the Provincial Admissions Office will re-solicit volunteers within the scope of students who have not been admitted in our province, and organize relevant colleges and universities to make up the records at the specialist level according to the original admission rules. The specific work will be arranged separately. Colleges and universities are not allowed to organize their own students and charge in advance, and students who have not gone through the admission procedures by the provincial recruitment office are not allowed to enter school in advance.

60. Due to network transmission factors or other reasons, provincial admissions offices and colleges and universities should actively negotiate with candidates in a responsible attitude, properly solve the problems left over from enrollment, and do a good job in related work.
