The new city was founded in 1960, and its predecessor was Liu Zhang production management area under the jurisdiction of Gaoluo People's Commune. 1960 was set aside from Gaoluo People's Commune and named Urban People's Commune. 1965 was renamed Wangshang People's Commune, and a new town people's committee was established. Wangshang People's Commune governs six production brigades, and the rural responsibility system was changed to 12 production brigades in 1979. Wangshang People's Commune was renamed Xincheng People's Commune in 1982, and merged with Xincheng People's Committee in 1984 to be named Xincheng. After 2000, three immigrant villages of Xiaolangdi Reservoir were accepted, namely Guanjia and Anwo.
