Hanjiang Gaobei Water Control Project is a comprehensive water control project focusing on flood control and water supply, taking into account power generation and shipping, etc. It is a controlled project in Hanjiang River Basin, which combines flood regulation with Yongding (Mianhuatan) Reservoir and forms a "dike-reservoir combination" flood control system with downstream dikes.

Among them, the main buildings such as the sluice, the upstream water retaining part of the power plant, the upper lock head of the ship lock, the fishway and the gravity dam connecting the two banks are Grade 2, and the design flood standard is once in 1 years, and the check flood standard is once in 1 years. After the completion, the flood control standard of important dikes such as the south and north dikes of Hanjiang River and Shantou Dawei will be raised from once every 5 years to once every 1 years. The flood control standard of main dikes such as Shangpengwei, Yibawei and Suxiwei will be raised from once every 3 years to once every 5 years. The scope of flood control protection covers Chaozhou, Shantou and Jieyang in the lower reaches of Hanjiang River and the delta region, with a population of 6,242,9 and cultivated land of 1,96,2 mu.
