Hainan Free Trade Port refers to a special area under customs supervision that covers the whole island of Hainan and is built on the premise of effective supervision. Goods, funds and people are free to enter and leave here, and most goods are exempt from customs duties. Experts said that Hainan Free Trade Port is more open and deeper than the Pilot Free Trade Zone. It is necessary to build Hainan Free Trade Port into a high-level free trade port. The basic feature of trade in goods is "zero tariff", and trade in services adopts the system of "paying equal attention to access and operation".

The master plan also defines the development goal of Hainan Free Trade Port:

By 2025, a free trade port system focusing on trade freedom and investment freedom and convenience will be initially established.

By 2035, the system and operation mode of free trade port will be more mature and become a new highland of open economy in China.

By the middle of this century, a high-level free trade port with strong international influence will be fully built.

The construction of Hainan Free Trade Port will complement the development of Hong Kong. With superior geographical conditions and projects under construction, Wen seized the opportunity brought by Hainan Free Trade Port and became the next Shenzhen?

As an important land-island transportation hub connecting Guangdong and Hainan provinces, Xu Wengang Project has a designed annual throughput of 3.2 million vehicles17.28 million passengers, with a total investment of about171200 million yuan. It is estimated that the acceptance will be completed by the end of June 2020, and the shipping time will be shortened from the previous two to three hours to more than one hour.

Upon completion, it will become the real bridgehead connecting Hainan Free Trade Port, and the world's largest roll-off dock with demonstration significance, realizing the seamless connection of roads, waterways, railways and urban public transport.

Zhanhai high-speed railway is an important bridge connecting "Silk Road Economic Belt" and "265438+20th Century Maritime Silk Road". It starts from New Zhanjiang Station, runs along the east side of Guangdong-Hainan Railway, and ends at Xuwen Hai 'an Station, with a total length of130km, with an estimated total investment of 654,380+04.4 billion yuan! At present, the feasibility study review of the Zhanjiang-Haikou high-speed rail project by Xu Wen has been completed, and we strive to have the conditions for construction in 2020, and it will be completed simultaneously with the Guangzhou-Zhanjiang high-speed rail in 2024.

The completion and opening of the project will promote the social and economic construction of Hainan International Tourism Island, Qiongzhou Strait Economic Belt and Beibu Gulf City, help the development of Beibu Gulf City, serve the national high-speed rail strategy and the South China Sea strategy, and accelerate the flow of people in Guangdong and Qiongzhou.

Guangdong coastal tourist highway is one of the core areas for the country to participate in economic globalization and an important window for opening to the outside world, with the longest coastline in China. According to the plan, the total length is1875km, passing through 14 coastal cities and 90 scenic spots. Among them, Xuwen occupies 9 towns, streets, urban areas and 1 port areas, namely Hean Town, Xiayang Town, Qianshan Town, Longtang Town, Hai 'an Town, Nanshan Town, Maichen Town, xilian town and Xuwen Port Area in xuwen county.

After the whole line is put into use, it will become the longest continuous coastal expressway in the world. Promote the development of coastal economic belt with the new format of "transportation+tourism".
