Why can't people who have been to Thailand, Myanmar and Cambodia get passports?

If you have been to Southeast Asia, Cambodia and the Philippines before, and then you want to apply for a passport after your passport expires, you want to go back to Southeast Asia or Cambodia directly, or you want to go back from a third country, then don't think about it, because you will not be allowed to apply for a passport now because you have to crack down on entry and exit.
