If he dies, he won't apply for anyone to immigrate.

According to the Singapore Nationality Law: "If a person is born in Singapore and at least one of his parents is a Singapore citizen, he or she is born a Singapore citizen." -That means your grandfather. I have a Singapore birth certificate, which means that my grandfather was born in Singapore. To become a Singapore citizen, one of your grandfather's parents must be a Singapore citizen when your grandfather was born.

Unless you have evidence to prove the above, then your grandfather can restore Singapore citizenship. If you don't even have Singapore citizenship, what about immigrants? Moreover, even if Grandpa is a Singaporean citizen, there is no such thing as Grandpa immigrating to apply for a grandson.
