Come to Hong Kong to study.
Primary and secondary education
(i) Students (except those from the Mainland, Macau and Taiwan Province Province) may apply for admission to private schools registered under the Education Ordinance; or
(ii) With the approval of the Education and Manpower Bureau, mainland students may apply to come to Hong Kong to attend secondary school exchange courses lasting no more than two weeks, accompanied by mainland teachers.
College and higher education
Students can come to Hong Kong:
(i) attending private schools registered under the Post-secondary Colleges Ordinance and the Education Ordinance (except those from the Mainland, Macau and Taiwan Province Province);
(ii) attending a locally accredited full-time post-secondary course * or
(three) to participate in the full-time undergraduate and above academic exchange program, the time is not more than one year;
(* Note: The agreement on mutual recognition of higher education degrees reached between the Mainland and Hong Kong does not apply to associate degrees, professional diplomas and higher diplomas. Mainland residents come to Hong Kong to study such courses under the condition that the state does not prohibit citizens from studying in various educational institutions abroad in a private capacity. )
In addition:
(i) Students (except mainland students) may apply for accredited part-time postgraduate courses; or
(ii) Mainland students can enroll in approved part-time postgraduate courses offered by institutions funded by the University Grants Committee.

Completed forms (except mainland students) should be submitted to the Hong Kong Immigration Department together with the required documents in one of the following ways:

Applicants living in overseas countries or regions can submit the application form together with relevant supporting documents and their travel documents to the nearest China embassy or consulate abroad.
Foreign passport holders living in Chinese mainland can submit relevant application forms and supporting documents to the Immigration Section of Beijing Office.
