Why did the Qingshun court relocate residents living near the sea?

In the 18th year of Shunzhi of the Qing Dynasty (1661), in order to block the centrifugal force of the sea, the imperial court decided to relocate the residents living near the sea. A wall was built thirty miles away from the coastline. The houses outside the boundary were burned to the ground, and the residents were driven into the boundary. Anyone who dared to cross the boundary would be killed without mercy.

The national policy of moving to the sea is appalling and has lasted for more than 20 years.
