What does Israel have to do with whether England can enter the European Cup?

Israel blocked Russia's direct promotion;

In the penultimate round of the qualifiers, England visited Russia and was knocked down by 2:/kloc-0. With one round left in the qualifiers, Croatia ranked first with 26 points, Russia ranked second with 24 points and England ranked third with 23 points. Originally, if Russia beat Israel (everyone thought it was a super fish), England would have to beat Croatia by a big score (goal difference). But no one expected that Israel defeated the Russian Federation, Croatia qualified ahead of schedule, and England could qualify as long as it drew with Croatia (the most familiar sentence in China). Who knows the sudden change, England lost 2-3 to Croatia in advance and missed the European Cup.
