Huicheng has a population of 168,908. Huicheng is the seat of the Huilai County People's Government. Since its establishment, it has been the political, economic and cultural center of the county. Huicheng Town is located in the middle of Huilai County, south of the main vein of Danan Mountain, between Leiling and Yanling Rivers, at 116°17′ east longitude and 23°02′ north latitude. It is bounded by the watershed to Puning City and Chaonan District of Shantou City to the north; to Donglong Town and Longjiang Town to the south; to the west it is bordered by a small part of Qingkeng Forest Farm and most of it is connected to Shiliutan Reservoir. The terrain of the entire territory slopes from northwest to southeast, with mountains and hills in the west and north, and small alluvial plains in the central and southern parts.
