How to apply for the Hong Kong and Macao Pass?

The Hong Kong and Macao Pass, commonly known as the Two-way Permit, is a travel document issued by People's Republic of China (PRC) and the Exit-Entry Administration of the Ministry of Public Security of China to mainland residents in China for private travel, visiting relatives, business, training, employment, study abroad and other non-official activities.

Procedures for handling Hong Kong and Macao Pass:

(1) Mainland residents apply for travel permits to and from Hong Kong and Macao respectively.

1. Fill in the Application Form for Entry and Exit Documents of China Citizens;

2. Submit the photo of the applicant that meets the standards of the Photography Guide for Entry and Exit Documents;

3. Submit the original ID card of the applicant and the household registration book if the applicant is under the age of 16; Soldiers shall submit military identity certificates. The above-mentioned identity documents must be copied or electronically scanned;

4. Submit or verify fingerprint information as required.

Soldiers and state functionaries who have been registered for the record shall submit a letter of approval for entry and exit issued by their subordinate units or superior competent units in accordance with the personnel management authority. Mainland residents who fail to apply for passports as required must also issue relevant certification materials in accordance with relevant regulations.
