According to the spirit of the instructions of the central leadership, in order to thoroughly implement Scientific Outlook on Development, accelerate the transformation of development mode, adjust and optimize the economic structure, give play to the advantages of coastal areas in our province, accelerate the transfer of industries to the coast, promote the accelerated rise of coastal economic belts, and realize the complementary and coordinated development of coastal and hinterland advantages, these implementation opinions are formulated.
I. Regional scope and industrial orientation
(1) regional scope. The 487-kilometer coastline of Qin, Tang and Cang follows the development idea of 1 1 county (city, district), area 8, 1 road and 1 belt.
1 1 county (city, district): namely Shanhaiguan District, Haigang District, Beidaihe District, Funing County, Changli County, Laoting County, Luannan County, Tang Haixian, Fengnan District, Huanghua City and Haixing County.
Zone 8: Beidaihe New District in Qinhuangdao, Caofeidian New District in Tangshan, Laoting New District, Fengnan Coastal Industrial Zone, Luyi New District in Cangzhou, Bohai New District, and industrial clusters in central and southern Hebei and northeastern Hebei established in Cangzhou coastal area and Caofeidian in Tangshan respectively.
1 Road: along the coastal highway. The total length is 303 kilometers (excluding Tianjin section, about 60 kilometers), passing through Qin, Tang and Cang cities, 1 1 county (city, district), forming an economic belt along the coastal highway.

Shanhaiguan District: shipbuilding and supporting, railway equipment, wind power equipment, nuclear power equipment, port logistics, leisure tourism and other industries.
Port area: tourism, port logistics, equipment manufacturing, biopharmaceuticals, electronic information, glass and deep processing, deep processing of grain, oil and food, new materials, new energy and other industries.
Beidaihe District: high-end tourism, leisure and holiday, sightseeing, exhibition business, headquarters economy, cultural creativity, high-tech and other industries.
Funing county: equipment manufacturing, metal calendering, building materials, service outsourcing, modern logistics, leisure tourism, deep processing of agricultural and sideline products and other industries.

Beidaihe New District: high-end tourism, scientific and technological development, business exhibitions, entertainment and leisure, cultural creativity, headquarters economy, high-tech and other industries.
Laoting New District: fine steel, coal chemical industry, equipment manufacturing, port logistics, coastal eco-tourism and other industries.
Caofeidian New District: port logistics, fine steel, petrochemical industry, salt chemical industry, new heavy equipment, new building materials, electric energy and other industries.
Fengnan coastal industrial zone: steel deep processing, equipment manufacturing, new materials, new building materials, modern service industry, etc.
Luyi New District: High-tech, information service outsourcing, high-end service industry, etc.
Bohai New Area: port logistics, petrochemical industry, salt chemical industry, fine chemical industry, new steel materials, equipment manufacturing, power and energy, wetland tourism and other industries.
Northeast Hebei Industrial Zone and Central South Hebei Industrial Zone: mainly undertake the industrial transfer of nine inland cities in our province and the hinterland of Shanxi, Mongolia and Lu Yu.
Second, the overall thinking and main objectives
(1) general idea. In-depth implementation of Scientific Outlook on Development, focusing on changing the mode and adjusting the structure, adhering to planning guidance, policy guidance, giving full play to advantages and opening up, constantly improving the absorption and carrying capacity of funds, projects, technologies and talents, guiding industrial projects to accelerate agglomeration, and striving to build the coastal areas of our province into a new highland of industrial agglomeration in Northeast Asia with strong port-facing industries, developed modern logistics, prosperous tourism industry, prosperous domestic and foreign trade and good ecological environment.
(2) Main objectives. Third, support policies.
(a) to give support for construction land. Give priority to land use indicators for major industrial projects that conform to the national industrial policy and transfer to the coastal areas, and support projects that belong to strategic emerging industries according to the amount of land transfer fees paid by enterprises; In the land use planning of our province during the "Twelfth Five-Year Plan" issued by the state, 50% of the unused land indicators are allocated to Qin, Tang and Cang cities; In addition to a single construction project included in the national and provincial key projects, the reclamation plan indicators are all used in key areas in principle. By 2020, Tangshan, Qinhuangdao and Cangzhou will be arranged to plan the scale of construction land, and 59? 250,000 hectares (8.88? 80,000 mu) and 6? 240,000 hectares (93? 60,000 mu), accounting for 3 1% and 27% of the province respectively.
(2) Implementing fiscal and taxation incentive policies. Encourage cities and counties to develop and build "enclaves" in coastal areas, and realize full tax sharing for industrial enterprises transferred to coastal areas. Implement the pre-tax deduction policy for enterprise R&D investment. In addition to the fees prescribed by the state, construction projects in coastal areas are exempt from various administrative fees.
(3) Lower the threshold of industrial and commercial registration. Under the conditions permitted by national laws, regulations and rules, adhere to the principle of "no access", and allow the business scope of enterprises to be approved according to the application of national economic industries, and reduce or exempt the provincial-level retained part of relevant administrative fees such as registration and licensing; For projects that meet the national industrial policy, the registered capital of the enterprise is allowed to be partially in place, and the remaining funds can be transferred to the account by stages.
(four) decentralization of administrative examination and approval authority. Except for matters that the state must report to the provincial and municipal level for approval and projects with high energy consumption and high emissions, all other matters are delegated to coastal counties (districts) or new industrial district and industrial parks. Simplify the procedures and contents of environmental impact assessment. Except for construction projects that may have a significant impact on the environment, the local environmental protection department will conduct environmental impact assessment and approval.
Fourth, promotion measures
(1) Establish a promotion mechanism. The provincial government has set up a leading group with the executive vice governor as the team leader and the main responsible comrades of the relevant provincial departments and the municipal government as members. The three cities of Qin, Tang and Cang have set up front-line headquarters respectively, forming a work promotion mechanism with up-and-down linkage and efficient operation.
(2) Strengthen planning guidance. Combined with the national industrial policy, the overall planning of coastal areas and the industrial development planning of coastal areas are compiled with high quality. Key development projects in coastal areas are given priority in the overall planning, special planning and regional planning of the province in the "Twelfth Five-Year Plan" and are given priority in the key construction plans of the province.
(3) Improve the support system. Accelerate the development of social undertakings such as science and technology, education, culture, health, tourism, employment and social security, optimize the allocation of resources, and enhance the ability to serve the public; Establish and improve the support systems of communication, transportation, information, social security, finance, life service, port logistics and distribution, continuously improve the professional supporting service capacity, and enhance the absorption and bearing capacity of coastal areas for industrial development.
(4) Improve port functions. Strengthen the construction of port facilities and functions, promote customs, border inspection, maritime affairs, inspection and quarantine and other inspection institutions to implement convenient customs clearance services, support the construction of special customs supervision areas such as bonded areas, bonded port areas, export processing zones and bonded logistics centers, and vigorously develop port logistics. This plan is formulated in order to give full play to the comprehensive comparative advantages of Bohai New Area, provide a platform and carrier for Shijiazhuang, Hengshui, Handan, Xingtai, Baoding, Langfang and hinterland industries to transfer to the coast, and promote the economic development of central and southern Hebei.
I. Reasons for site selection
(A) location traffic advantages. The East Zone is 20km away from Huanghua Port and100km away from Tianjin Binhai New Area. The west area is backed by Huanghua New City, adjacent to coastal expressway, Shihuang Expressway, Jinshan Expressway, National Highway 307, Huang Shuo Railway and Huang Han Railway under construction.
(2) Infrastructure advantages. Yangcheng Reservoir with a storage capacity of 60 million cubic meters and a seawater desalination plant with a daily processing capacity of 50,000 tons are put into operation, and seawater desalination with a daily processing capacity of 200,000 tons is about to start; 50,000 tons of sewage treatment plant has been put into operation, and 654.38+10,000 tons are still under construction.

Second, the development concept.
(1) Function orientation: an important carrier for industrial transfer in the central and southern Hebei and areas along the Huang Shuo railway, a "bridgehead" for development and opening up, a platform for regional economic cooperation and large-scale industrial agglomeration, and a new engine for the rapid rise of the central and southern Hebei plate.
(2) Development focus: petrochemical industry, coalification, salinization, fine chemicals, heavy equipment manufacturing, nonmetallic products and precision molds, electronic information, light industry, food, etc.
(3) Spatial layout: The gathering area covers an area of 100 square kilometer and is divided into two areas, namely, the petrochemical and heavy equipment manufacturing industrial zone in the east and the advanced equipment manufacturing and urban industries such as electronic information, hardware products, light industry and food in the west.

Third, support policies.
(1) Land policy. The plan for new construction land will be issued separately in the agglomeration area, and the paid use fee of new construction land will be returned to Bohai New Area in full, and strategic emerging industrial projects will be supported according to the amount of land transfer fees paid by enterprises.
(2) fiscal policy. For the value-added tax, business tax and income tax paid by industrial enterprises transferred from the hinterland of the province to the local area, the retained part of the provinces and cities will fully support the agglomeration area within 5 years. In addition to the relevant fees stipulated by the state, all kinds of administrative fees are exempted for projects entering the zone. The relocation project led by six municipal governments in south-central Hebei Province will be returned to the relocation site according to the average tax paid by the relocated enterprises in the first three years, and the excess base will be shared with Bohai New Area in a ratio of 6: 4. From 20 1 1 to 20 15, the provincial government arranged 50 million yuan of special funds for industrial development every year, and the Cangzhou municipal government arranged 50 million yuan of interest subsidies for loans and subsidies for infrastructure construction for enterprises entering the zone every year.
(3) EIA policy. After the completion of the environmental impact assessment of the development planning of the agglomeration area, simplify the environmental impact assessment content of the projects entering the area, and focus on strengthening the on-site supervision and "three simultaneities" acceptance during the construction period. Construction projects in the area, except those that may have a significant impact on the environment, are examined and approved by the local environmental protection department.
(4) Investment and financing policies. Encourage the gathering area to establish an investment and financing platform, carry out early land development, raise construction funds through multiple channels, and arrange special funds for Bohai New Area to inject capital into investment and financing companies in the gathering area. Encourage the infrastructure stock assets formed after the development and construction of agglomeration areas and the physical assets formed by investment over the years to be injected into investment and financing companies through transfer and authorization. Encourage the establishment of innovative and entrepreneurial investment and financing institutions in agglomeration areas to support technology research and development, achievement transformation and enterprise development.
Fourth, safeguard measures.
(1) Strengthen organizational leadership. Set up a leading group headed by the leaders of the provincial government, with the main responsible comrades of relevant provincial departments, Cangzhou Municipal Government and Bohai New Area Management Committee as members, to make overall plans to solve major problems in development and construction, and set up the management committee of Central and South Hebei Industrial Cluster in Bohai New Area to be responsible for organizing implementation.
(2) Strengthen planning guidance. Accelerate the preparation of the master plan, industrial development plan and regulatory detailed plan of the agglomeration area, formulate project access standards, and ensure the high-level construction of the agglomeration area. Major projects in the agglomeration area are included in the "Twelfth Five-Year Plan" of the province.
(3) Innovative investment promotion methods. Explore new investment models such as industry investment, intermediary investment, park investment, brand investment and characteristic resources investment, and give priority to introducing strategic entrepreneurs and leading projects in key industries. Encourage the implementation of industrial chain investment and industrial cluster investment, and focus on introducing core enterprises of industrial clusters and backbone enterprises of industrial chains.
(4) Strengthen construction. Accelerate the infrastructure construction in the gathering area with the start-up project of Huanghua Port Comprehensive Port Area as the leader; With the goal of "nine connections and one leveling", we will strengthen the construction of "three roads" (supporting railways, highways and public corridors), "three gases (steam)" (supporting natural gas, industrial steam and industrial gas supply) and "two water and one electricity" (supporting water supply network, sewage network and electric power facilities) to further optimize the investment hard environment.
Under the leadership of the provincial government, Cangzhou Municipal Government is responsible for organizing the implementation.

Development and Construction Scheme of Industrial Clusters in Northeast Hebei in Caofeidian New Area
In order to give full play to the comprehensive comparative advantages of Caofeidian New District, provide "windows" and bridgeheads facing ports for Tangshan, Qinhuangdao, Chengde, Zhangjiakou and other cities, accelerate the transfer of industries to the coast, and promote the economic development of northeast Hebei, this plan is formulated.
I. Reasons for site selection
(A) the location advantage is obvious. Caofeidian Hebei Northeast Industrial Cluster is 20km away from Caofeidian Port in the south, 45km away from Tangshan City in the north, 80km away from Tianjin Binhai New Area (Tianjin Port) in the west and 0/50km away from Qinhuangdao Port/KLOC-0 in the east, which can widely undertake industrial transfer in the northeast of Beijing, Tianjin and Hebei.
(2) The transportation network is perfect. A three-dimensional modern comprehensive transportation system with Tangshan Airport, Tangshan-Cao Zhou Expressway, Coastal Expressway, Qiancao, Luancao High-grade Highway, Qiancao Railway, Zhang Tang Railway under construction and Beijing-Tianjin-Tangshan Intercity Railway under planning as the main body has been initially formed.
(3) The land development potential is great. Within the planning scope of the agglomeration area, construction land accounts for 16%, unused land accounts for 5 1%, and general farmland and aquaculture waters account for 33%. (4) The surrounding industries have a good foundation. The gathering area is adjacent to Caofeidian International Eco-city, Tang Haixian, Caofeidian Industrial Park, Caofeidian Eco-industrial Park, Tangshan, China and Japan. By the end of 2009, 73 enterprises have settled in the park within the planning scope of the cluster area, achieving a main business income of 30? 800 million yuan, with a good industrial base.
Second, the development concept.
(1) Functional orientation: the "bridgehead" for development and opening up in Tang, Qin, Cheng and Zhang, the "window" for new industrialization demonstration, and an important carrier for regional cooperation and development.
(II) Industry direction: equipment manufacturing, electronic information, new energy, new materials, modern logistics and supporting industries in Caofeidian Industrial Zone and international eco-city.
(3) Spatial layout: the planned area of the agglomeration area is 1 10 square kilometers, and the port-facing industrial park is developed and constructed by the four cities of Tang, Qin, Cheng and Zhang. The southern part is Tangshan Lingang Industrial Park, with a planned area of 60 square kilometers. The northern part is Qinhuangdao Lingang Industrial Park, with a planned area of 20 square kilometers; In the middle is Chengde Lingang Industrial Park with a planned area of 20 square kilometers. Zhangjiakou Lingang Industrial Park is in the east, with a planned area of 10 square kilometer. Each park can be divided into a starting area of 5 to 10 square kilometers according to the actual situation.
(4) Development goal: By 20 1 1, the roads, water, electricity, heating, gas and communication in the starting area will be initially improved, and basically meet the conditions for industrial agglomeration. Third, support policies.
(1) Land policy. Major projects built in the area in line with the national industrial policy and the layout of productive forces in our province will give priority to providing land use indicators and strategic emerging industrial projects, and support them according to the amount of land transfer fees paid by enterprises; The provincial retained part of the paid use fee for new construction land will be returned to the gathering area in full.
(2) fiscal and taxation policies. Based on 20 10 years, the excess of value-added tax, business tax and income tax paid by enterprises at the provincial level will fully support the agglomeration area within five years. The municipal governments of Tang, Qin, Cheng and Zhang specifically organized and promoted the development and construction of the agglomeration area, and jointly established the administrative committee of the agglomeration area with reference to the organizational management model of provincial development zones (parks). Tang, Qin, Cheng and Lingang Industrial Park have set up their own management committees.
(2) Improve the planning as soon as possible. The Tangshan Municipal Government will, together with the municipal governments of Qin, Cheng and Zhang, formulate the overall planning, regulatory detailed planning and industrial development planning of the agglomeration area as soon as possible, speed up the formulation of access standards for projects entering the area, and ensure the high-level construction of the agglomeration area.
(3) Improve infrastructure. Focus on the starting area, speed up the construction of infrastructure such as roads, water, electricity, heating, gas and communication, do a good job in docking and supporting infrastructure outside the area, and realize "nine connections and one leveling" as soon as possible.
