What principles must be embodied in the use mechanism of innovative talents?

In my humble opinion, it is necessary to innovate the personnel training mechanism: First, strengthen personnel training, improve the quality of higher education, and focus on training a number of high-level talents. The second is to improve the educational infrastructure and build modern teaching hardware and equipment. The third is to enrich educational resources, break down resource barriers and improve the personnel training mechanism. Fourth, adjust and optimize the layout of education, deepen the integration of production and education, school-enterprise cooperation, innovate the training mode of vocational education talents and build a vocational education system.

Fifth, vigorously implement the quality improvement project of basic education to realize the balanced development of compulsory education. Sixth, strengthen international exchanges, recommend a group of outstanding talents to go abroad for further study, and jointly train talents with first-class foreign universities. Seventh, strengthen talent training planning, formulate feasible high-level training plans for talents in short supply, and make long-term planning and short-term arrangements, which are suitable for the present and plan for the long term.

Innovative talent introduction mechanism can be as follows: First, make clear the direction of talent introduction, and determine the introduction target according to the situation and demand of talents urgently needed in this city to avoid the coexistence of talent waste and shortage. Second, by creating a first-class talent working environment and salary system, we will create an environment to attract outstanding overseas talents. Third, do a good job in propaganda, do a good job in propaganda of overseas first-class universities, break down information barriers, and realize the introduction of outstanding overseas talents.

4. Establish a systematic skilled migration system, focus on introducing high-level and scarce talents, give full play to the international talent dividend, and accelerate the development of China. Taking attracting and retaining outstanding international students as a channel to attract talents, we should formulate flexible preferential policies for international students, provide perfect social security for international students permanently residing in China, give them equal national treatment, and attract and retain outstanding international students. Innovate the introduction and use mechanism of "migrant birds" talents, and explore ways for "migrant birds" talents to work part-time and pay remuneration according to regulations.
