1) The annual income of scientific and technical personnel or teachers engaged in scientific research or education (calculated by 365 calendar days) shall not be less than 1 10,000 rubles, and the units that meet the invitation conditions include: state-registered institutions of higher learning, national academy of sciences and local branches, national research center or national science center, and settled enterprises (except individual operators) located in three special economic zones such as industrial production, tourism and leisure, and port logistics;

2) The annual income (calculated by 365 calendar days) of foreigners working in enterprises (except self-employed) in the technology promotion special economic zone shall not be less than 700,000 rubles;

3) According to the federal law on the "Skolkovo" Innovation Center, foreign citizens who participate in the "Skolkovo" project do not require their salary income;

4) For other foreign citizens, their annual income (calculated by 365 calendar days) is not less than 2 million rubles.

According to the annual work report of the Russian Federal Immigration Service, the total number of highly skilled experts working in Russia from July 20/kloc-0 to February 20 1 March was 52,045, of which 201kloc-0/year was 10800.
