What are the procedures for acceptance of new hydropower projects?

I. The project legal person shall be responsible for all the preparatory work for the acceptance of water storage of hydropower station construction projects, organize and coordinate all relevant units to provide the basic information required for acceptance, and be responsible for sorting out the acceptance information.

2 hydropower institute entrusted by the National Development and Reform Commission, responsible for organizing the establishment of an expert group to complete the following work:

1, site inspection for water storage acceptance of hydropower construction project;

2. Pre-examine the acceptance data submitted by the project legal person in combination with the on-site inspection; If it fails to pass the pre-examination, the General Hydropower Institute shall promptly notify the project legal person to supplement and improve the acceptance materials and conduct the pre-examination; After the pre-trial, the General Hydropower Institute will organize water storage acceptance.

Three, hydropower institute and the provinces (autonomous regions and municipalities) involved in the project development and Reform Commission to negotiate the establishment of the project water storage acceptance committee. The chairman of the water storage acceptance committee of the project is held by the General Hydropower Institute, and the vice-chairmen are generally held by the provincial (autonomous regions and municipalities) Development and Reform Commission (or relevant departments designated by the provincial government) where the project is located and the main (holding) investors of the project. Other member units of the acceptance committee shall be determined by the director and deputy director according to the needs of the work. After the list of members of the Acceptance Committee is determined through consultation, the General Hydropower Institute will issue the establishment documents of the Acceptance Committee and notify all members and project legal persons.

Four, the acceptance committee shall formulate the outline of water storage acceptance of hydropower projects, and clarify the specific requirements and arrangements for the acceptance work. The General Hydropower Institute is responsible for putting forward the acceptance outline (first draft), soliciting the opinions of the deputy director of the acceptance committee, and then printing and distributing it to all units of the acceptance committee. All relevant units should make preparations in accordance with the requirements of the work outline.

Five, according to the acceptance work outline and the pre-trial opinions of the expert group, when the hydropower project has the conditions for water storage acceptance, the acceptance committee will organize the project water storage acceptance meeting and complete the following main tasks:

1, on-site inspection;

2, listen to and study the project construction and design report, listen to the project water storage safety appraisal conclusion, the preliminary acceptance opinions of land acquisition and resettlement in the reservoir area construction and the pre-trial opinions of the expert group, and review the relevant documents and materials;

3. Check the safety flood control measures and flood control standards for the following year;

4. Make suggestions on the existing problems;

5, put forward the project water storage acceptance certificate.
