Kissinger and Li Deshou of Vietnam were awarded the 1973 Nobel Peace Prize in recognition of their efforts for the Vietnam Peace Agreement. Although both Kissinger and Nixon promised to end the Vietnam War as soon as possible when they came to power in 1968, the conflict with Vietnam escalated and the bombing plan for Laos and Cambodia (planned by Kissinger) was extended. Li Deshou refused to accept the prize on the grounds that peace had not been achieved.
