China-New Zealand Free Trade Area Registration Process

The agreement stipulates that only when the goods are imported, importers who are required to enjoy preferential tariff treatment are required to submit certificates of origin, declarations of origin or other certificates of origin designated by the importers to the importer's customs, and importers will give preferential tariff treatment to the goods imported from the other side. Accordingly, the applicant should apply for the preferential certificate of origin of China-Singapore Free Trade Zone in advance before the goods are exported.
Standardized certification
When applying for issuing the preferential certificate of origin of China-New Zealand Free Trade Zone, the Application Form for Preferential Certificate of Origin of China-New Zealand Free Trade Zone, the preferential certificate of origin of China-New Zealand Free Trade Zone filled in as required, a copy of the commercial invoice of the exported goods and other necessary documents shall be submitted.
The preferential certificate of origin of China-New Zealand Free Trade Zone shall be in a unified format, and the certificate number shall not be repeated. The goods contained in the certificate should be on the import declaration form, and the certificate should be filled in English.
In addition, it should be noted that the number of product items listed in column 7 of the certificate shall not exceed 20, and the HS code referred to in column 10 of the certificate shall be filled in with the internationally unified six-digit HS code currently adopted in China.
Correctly indicate the standard of origin
The standard of origin should be indicated in column 1 1 of the certificate. Fill in this column must be true and accurate, otherwise New Zealand Customs will doubt whether the goods have the qualification of origin, which will make it impossible to verify the origin and even refuse to give preferential tariff treatment.
Export declaration
When the goods are exported, the consignee or consignor must fill in the customs declaration form in accordance with the Specification for Filling in Import and Export Goods Declaration Forms in People's Republic of China (PRC) (Announcement No.52 of the General Administration of Customs in 2008), and submit the electronic data of the certificate of origin or the original copy of the certificate of origin to the customs.
Comply with the rules of direct transportation
The goods that enjoy preferential export tariffs should be goods that are transported directly between China and New Zealand, that is, they conform to the rules of direct shipment. According to the agreement, the following situations shall be regarded as direct transportation:
Goods transportation does not pass through the territory of a third country or region other than China or New Zealand;
The goods pass through one or more countries or regions other than China and New Zealand in transit, regardless of whether the means of transport has changed or whether they have been temporarily stored in these countries or regions for less than six months, as long as the goods have not entered the trade or consumption areas in their territory and the goods have not been treated in their territory except for handling, repackaging or other treatments required to keep the goods in good condition. In order to meet the above requirements, customs documents or any other documents of non-contracting parties shall be submitted to New Zealand Customs for proof.
Can not enjoy preferential tariff treatment.
The certificate of origin is filled in or signed incorrectly;
The origin of the goods does not conform to the rules of origin of China-New Zealand Free Trade Area;
The information in the certificate of origin is inconsistent with the submitted certification documents;
The name, quantity, weight, packing marks and numbers, number and type of packages of the listed goods are inconsistent with the imported goods.
When the importer's customs refuses to grant preferential tariff treatment, it shall explain the reasons for the decision to the importer and exporter in writing.
