The new scheme mainly reforms the organizational form, subject combination and enrollment method of the examination.

The organizational form of the examination is unified by the current national unified college entrance examination subjects in Yunnan Province and the proposition examination organized by the Ministry of Education, and the reform is to combine the national unified examination with the examination organized in the province. The three subjects of Chinese, mathematics and foreign language in the new college entrance examination are still unified in the whole country, while the organizational form of six subjects of physics, history, ideology and politics, geography, chemistry and biology is reformed into a selective examination for the academic level of ordinary high schools. The combination of examination subjects is reformed from the fixed combination of arts and sciences in the current college entrance examination to the "3+ 1+2" mode in the new college entrance examination, and the combination mode is increased to 12. The total score of candidates consists of three unified college entrance examination subjects and three ordinary high school academic level elective subjects, with a full score of 750.

Among them, the original scores of Chinese, mathematics and foreign language use are included in the total score of candidates, with a perfect score of150 for each subject; During the examination, the original scores of primary subjects are included in the total scores of candidates, and the scores of multiple subjects are included in the total scores of candidates, with a perfect score of 100 for each subject.

After the implementation of the "3+ 1+2" model, the enrollment of ordinary colleges and universities is based on "two basics and one reference", that is, according to the national unified college entrance examination results and the academic level of ordinary high schools, referring to the comprehensive quality evaluation of students. Higher vocational colleges implement the evaluation and admission method of "cultural quality+vocational skills", which is carried out before the unified college entrance examination every spring.
