Notice of the General Office of the People's Government of Fujian Province on Printing and Distributing the Interim Measures for the Administration of Counterpart Support Funds for Immigrants in the Three Gorges Reservoir Area of Fujian Province Chapter I General Provisions Article 1 In order to carry forward the spirit of great socialist cooperation and implement the task of counterpart support for Three Gorges migrants entrusted by the State Council, the counterpart support fund for migrants in the Three Gorges reservoir area of Fujian Province (hereinafter referred to as the provincial counterpart support fund) is established. Article 2 These Measures are formulated in accordance with the principle of "mutual benefit, complementary advantages, long-term cooperation and common development" in order to give full play to the social and economic benefits of the provincial counterpart support fund in supporting the Three Gorges migrants. Chapter II Sources and Management of Funds Article 3 Provincial counterpart support funds shall be raised through the following channels:

(a) the provincial financial special funds;

Article 7 The Office of the Leading Group for Counterpart Support for Immigrants in the Three Gorges Reservoir Area (hereinafter referred to as the Provincial Counterpart Support Office) is responsible for the daily work of the use and management of provincial counterpart support funds. Its main responsibilities are:

(a) to formulate rules and regulations on the use and management of provincial counterpart support funds, and organize their implementation after approval;

(two) the preparation of the annual plan of provincial counterpart support funds, and put forward the annual report on the management and operation of provincial counterpart support funds;

(three) to be responsible for putting forward specific opinions on the project establishment and fund audit of provincial counterpart support funds;

(four) to handle the relevant procedures for the use of approved provincial counterpart support funds. Chapter III Scope of Use of Funds Article 8 Provincial counterpart support funds shall be used for loan discount or working capital of provincial counterpart support for projects in the Three Gorges Project reservoir area. Ninth provincial counterpart support funds give priority to the following projects:

(a) "short, flat and fast" projects with less investment, short cycle and quick results;

(two) national, provincial and recipient reservoir areas included in the "torch plan", "spark plan" and other high-tech projects;

(three) relying on the resource advantages of the recipient reservoir area, it can provide the province with scarce materials or promote the construction of raw materials, semi-finished products and export commodities bases, and increase export earnings;

(four) other projects determined by the provincial counterpart support leading group. Article 11 For projects that have achieved remarkable economic benefits by using provincial counterpart support funds, a certain amount of funds can be extracted based on the principle of voluntary consultation to support the public welfare undertakings in the recipient reservoir area, which is specifically agreed by the provincial counterpart support office and the fund using unit. Article 12 The discount interest funds or short-term liquidity of counterpart support projects shall be earmarked for special purposes and shall not be used for other purposes. Otherwise, the provincial counterpart support office has the right to recover the invested funds. Chapter IV Procedures for Applying for Funds Article 13 A project unit applying for the use of provincial counterpart support funds shall provide the following materials when applying to the provincial counterpart support office:

(1) An application report on the use of provincial counterpart support funds;

(2) Counterpart support agreement;

(three) the feasibility study report of the project;

(four) bank loan commitment letter and the annual investment plan of the project;

(5) Relevant certificates on the implementation of self-raised funds or matching funds;

(six) the review opinions of the local (city) counterpart support office or the relevant provincial authorities. Article 14 According to the application materials provided by provincial counterpart support fund units, the provincial counterpart support office is responsible for organizing relevant departments to put forward specific opinions on project approval and fund review, and submit them to the provincial counterpart support leading group for examination and approval. Fifteenth approved the use of provincial counterpart support funds for the project, the use of funds by the unit and the provincial counterpart support office to sign a contract for the use of funds and handle the relevant procedures for the use of funds. Sixteenth provincial counterpart support funds to support the project need to be approved before starting funding. The fund-using unit shall report the progress of the project and the use of funds in writing to the provincial counterpart support office every six months. After the completion of the project, the completion acceptance formalities shall be handled in time. Seventeenth counterpart support projects that use short-term liquidity should be recovered in time when the contract expires. If it is really necessary to extend the cooperation period of individual projects, supplementary contracts should be signed after re-negotiation and approval. Chapter V Supplementary Provisions Article 18 Relevant localities (cities) undertaking counterpart support tasks may, with reference to these Measures, set up counterpart support funds at the prefecture (city) level to provide necessary financial support for counterpart support projects in their own regions.
