It seems that the passport didn't need notarization when I applied before. What needs notarization is birth notarization, household registration, and education without criminal record notarization.

But if the visa office requires it now, there is nothing I can do.

In fact, Australian certification and notarization are different. Certification is free and convenient everywhere, so consulates require certification documents. The notary is in trouble. You have to pay for a lawyer, but it's the same in China.

You can call the consulate directly to confirm whether the passport needs notarization. It stands to reason that the original passports have been sent to them, and they will know directly that there should be no need for passport notarization.
