Poverty population standard. China's criteria for determining the poor population are not internationally accepted standards, nor are they relative poverty standards, but the minimum living standard determined from the reality of China, that is, the standard of maintaining simple reproduction and basic survival.

During the period of 1986, the state determined that the minimum living standard for rural population in China was 204 yuan, about RMB 200 yuan. 1995, this standard was further adjusted to 530 yuan. This is the standard for the poor who have not solved the problem of food and clothing at present.

Standards for poor counties. The standards of poor counties are working standards in a strict sense. The poverty-stricken counties in China were first identified as 1986. The standards are as follows: based on the statistics of 1985, the per capita annual net income is/kloc-0 in counties below 50 yuan and ethnic autonomous counties below 200 yuan, and the old revolutionary areas (such as Yan 'an, Jinggangshan and Yimeng Mountain) that have made great contributions to the China revolution and have great influence at home and abroad are relaxed to 300 yuan. According to this standard, the number of poverty-stricken counties supported by the state is 33 1. From 65438 to 0994, the state formulated the "Seventh Five-Year Plan" to help the poor, and greatly adjusted the poverty-stricken counties supported by the state. The adjustment standard is "four in and seven out", that is, 1992 counties whose per capita net income of agricultural population is lower than that of 400 yuan are listed as national poverty-stricken counties, and 1992 counties whose per capita net income of agricultural population exceeds that of 700 yuan are withdrawn from the ranks of poverty-stricken counties. In this way, the number of poverty-stricken counties supported by the state has increased to 592.
