Shanxi Xilongchi Pumped Storage Power Station is located on the bank of Hutuo River in Xihe Village, Shenxi Township, Wutai County. The power station has an installed capacity of 4×300,000 kilowatts and uses a reversible water pump turbine electric generator set with a rated water head of 624m, an annual power generation of 1.805 billion KW·H, and an annual water pumping power consumption of 2.407 billion KW·H. The main buildings include an upper reservoir and a lower reservoir. , water delivery system and underground powerhouse. The upper reservoir is located in Longchi Village, Baijiazhuang Town. The reservoir's normal water storage level is 1,492.5m, the dead water level is 1,467 m, the total storage capacity is 4.851 million cubic meters, the dead storage capacity is 610,000 cubic meters, and the adjusted storage capacity is 4.241 million cubic meters. The lower reservoir is located in Xihe Village, Shenxi Township. The normal water storage level of the reservoir is 838m, the dead water level is 798m, the total storage capacity is 4.942 million cubic meters, the dead storage capacity is 727,000 cubic meters, and the regulated storage capacity is 4.215 million cubic meters. The static investment of the power station is 4.34 billion yuan, the cost per kilowatt is 3,616 yuan, and the dynamic investment is 5.6 billion yuan. It requires foreign investment of 180 million US dollars, and it is planned to use Japan Cooperation Fund or World Bank loans. The construction period is 6.5 years. It is planned to start five connections and one leveling in March 2001, and officially start construction in September 2002. It will be fully completed and put into operation in 2008.
