The forestry administrative department at or above the county level shall, according to the plan for preventing and controlling desertification at the next higher level and in combination with local conditions, formulate the plan for preventing and controlling desertification in this administrative region, which shall be audited by the people's government at the same level and submitted to the people's government at the next higher level for approval before implementation.

Article 8 People's governments at or above the county level shall establish nature reserves and strengthen protection and management in areas where typical natural landscapes, sandy vegetation and rare and endangered wild animals are concentrated or have special protection value on desertified land. Article 9 Desertification land is divided into closed protected areas, prevention protected areas and control and utilization areas. The local people's government in the control and utilization area shall organize relevant departments, units and individuals to take artificial, aerial seeding, sand sealing (beach) and other measures to plant trees and grass, and focus on controlling and increasing vegetation; It is also possible to transfer the management right of desertified land to citizens, legal persons and other organizations at home and abroad for management. Thirteenth towns, villages, factories and mines, military camps, national defense industrial bases, agriculture, animal husbandry and fishery management areas, railways, highways, reservoirs around the desertification land, the implementation of the responsibility system for unit governance, respectively, by the responsible units responsible for governance, governance in accordance with the letters of responsibility issued by the people's governments at or above the county level. Fourteenth people's governments at all levels encourage units and individuals to carry out public welfare sand prevention and control activities in various forms such as donation, labor service, equity participation and cooperation; Forestry administrative departments at all levels shall provide management sites, tree seedlings and technical guidance; The relevant departments and units shall reduce or exempt the related expenses.
Units and individuals engaged in profit-making sand control shall conduct control in accordance with the technical requirements of the forestry administrative departments at or above the county level or the relevant competent departments. Fifteenth units and individuals engaged in profit-making sand control shall obtain the right to use the desertified land according to law, and sign a control agreement to control it according to the control plan.
After the completion of the control task, the competent forestry administrative department at or above the county level shall organize the acceptance, and the people's government at or above the county level shall issue a certificate of desertification land control; Unqualified acceptance should continue to be handled.
Those who have obtained the certificate of desertification land management can independently operate, develop, utilize, inherit, transfer and mortgage according to law, and no unit or individual may infringe upon their legitimate rights and interests.
