Among them, the per capita cultivated land area of five or less scattered farmers is less than 0.0467 hectares, and the cultivated land quality is poor and the water conservancy is not matched; Some villagers with extremely bad production and living conditions between the ecological barrier belt around the reservoir and the first watershed; After the reservoir is impounded, it becomes an island, and villagers with poor production and living conditions are not included in the planned island of the reservoir area; A small number of immigrants in the reservoir area who have poor local resettlement quality and significantly reduced their living standards after relocation need secondary relocation and resettlement. Ecological immigrants in the Three Gorges reservoir area can choose five resettlement modes: agricultural resettlement, secondary and tertiary industry resettlement, self-employment resettlement, labor export resettlement and education and training resettlement. Agricultural migration includes the construction of rural residential areas, the migration of state-owned agricultural enterprises, "the land is requisitioned or leased by the state and then contracted to enterprises, which develop and establish production bases for resettlement", "the land is contracted by the state to ecological immigrants for long-term operation through land acquisition, lease and land adjustment" and "the State Council coordinates the resettlement in seven provinces and cities in the Yangtze River basin that benefit from the Three Gorges Project". Ecological immigrants with junior high school education or above and under the age of 30 are placed in secondary and tertiary industries such as industrial and mining enterprises, commerce, tourism and catering after relevant vocational training or skill training; Ecological migrants who have a certain awareness of market economy and the conditions or skills to make a living through labor can be resettled in cities and towns through self-employment; Labor export resettlement refers to the planned and orderly organization of a large number of qualified ecological immigrants to export labor services to coastal areas along the Yangtze River; Education, training and resettlement means that the state gives appropriate subsidies to organize and arrange eco-immigrant youth with junior high school education or above to enter secondary and higher vocational and technical schools for academic training or skills training, so that they can choose their own jobs by relying on their own knowledge and skills.
