However, the following persons are excluded:
(a) due to business trips, medical treatment, schooling, tourism, visiting relatives and friends and other reasons, who are expected to return to their domicile;
(2) Persons living in different places between districts within the administrative area of a municipality directly under the Central Government or a city divided into districts.
Article 3 The local people's governments at or above the county level shall lead the family planning work of the floating population within their respective administrative areas, incorporate the family planning work of the floating population into the local economic and social development plan, and provide necessary guarantees; Establish and improve the coordination mechanism of family planning work of floating population, and organize and coordinate relevant departments to implement comprehensive management of family planning work of floating population; The floating population family planning work implements the target management responsibility system, and the assessment and supervision shall be undertaken by the relevant departments.
Article 4 The family planning work of floating population shall be the responsibility of the people's government of the place where the floating population is registered and the people's government of the current place of residence, mainly the people's government of the current place of residence, and the people's government of the place where the household registration is located shall cooperate.
