It's just that a young civil servant who likes pen and ink was stimulated by another short message and improvised in more than ten minutes.

In the subsequent trial, Qin never admitted that he had the deep meaning of being pursued by the public security organs. But its first three sentences are ironically embedded with the names of former county party secretary Ma Ping (Chongqing Municipal People's Congress allowed him to be arrested on the first day when Qin was summoned after being transferred to another county as a secretary), current county party secretary Lan Qinghua and county magistrate. The latter involves the government management, public affairs and public events that have attracted much attention in this county.

In the next few days, Qin used his mobile phone and QQ to send this short message to many friends.

On August 3 1, the police searched Qin's office computer and confiscated his mobile phone. He was taken to the public security bureau and handcuffed to the duty room on the second floor that night. The next day, the police interrogated Qin twice, searched his home at the same time, confiscated his computer and ordered him to hand over his QQ number. On the evening of 1, the Public Security Bureau decided to criminally detain him on suspicion of "libel" and transfer him to Pengshui County Detention Center. In the next ten days, the police asked questions one by one according to the sentences in the text message.

Since September 2, dozens of friends and colleagues who received Qin's short messages have been summoned by public security organs to trace the motives behind the messages.

On September 1 1, the arrest was officially executed.

On September 28, it was changed to bail pending trial. A total of 29 days of detention.

On September 19, Li Xingchen (Peng Shuiji, living in Chongqing) recorded the case on his personal blog. The news spread quickly, causing national public outcry.

10 year 10 On October 24th, the county public security bureau declared Qin innocent and apologized. The county procuratorate took the initiative to apply for state compensation, and only one day later, the compensation was cashed. This may have created the fastest speed of judicial compensation in China.

But just a few weeks ago, the county took this "libel case" as a major event and held several meetings for it. The relevant leaders publicly expressed their opinions that Qin was "not joking". The reason why the county public security bureau attaches great importance to this "defamation case" is because "it will definitely affect social stability and political stability."

However, this "libel case" started smoothly, and there was no controversy on the surface, but there was no private prosecution against the "defamed person" (according to the law, libel belongs to the category of "not suing and ignoring")-if there was, it should be the former county party secretary and the current secretary and county magistrate mentioned in the text message, but they did not prosecute, but the public security organs quickly submitted their prosecution opinions and the procuratorate quickly approved the arrest.

In the same situation, the facts are simple and clear. During the trial, no new cases occurred. Why catch it first and then release it? How did the wrong case happen? How has the official thinking changed? How does the case work in the system? Why did the party and government leaders in the county have the same understanding at the beginning, and the public security procuratorial power was incomparable, and suddenly found that "criminal responsibility should not be investigated" and took the initiative to propose state compensation? Since it is a wrong case, how will the responsibility of the wrong case be investigated?

All these problems, from the official point of view, do not seem to exist. Even in the positive sense of "from wrong to right", officials are unwilling to be interviewed by the media and have no explanation to the people. Pengshui Agricultural Information Network, Pengshui County Government Public Information Network, Pengshui Window, Pengshui Personnel Network and other major websites in the county have no relevant information-nothing seems to have happened.

As for the direct reason for withdrawing the case, when our reporter contacted a cadre who did not want to be interviewed, the other party said, "The city intervened" (referring to Chongqing, a municipality directly under the central government of the county).

As a party challenged by the "Spring in the Garden", the main leaders of the county have long been educated, younger and different places (referring to the avoidance practice implemented in most parts of the country at present, and their native place is not the main leaders of the county). For example, Lan Qinghua, the secretary, is a doctor of Chongqing University, and Zhou Wei, the county magistrate, is also a university graduate. They are all from other counties. They have been the main leaders of counties for many years, and now they are all in their forties.
