In order to thoroughly implement the decision-making arrangements of the CPC Central Committee and the State Council, the Interim Measures for the Exchange of Chinese and Foreign Personnel after the Management of Class B Infection in novel coronavirus are hereby formulated, and shall be implemented as of June 8, 2023. The relevant matters are hereby notified as follows:

First, remote detection.

Persons who come to China for nucleic acid testing 48 hours before departure can come to China without applying for a health code from China embassies and consulates abroad, and fill in the results on the customs health declaration card. If it is positive, the relevant personnel should come to China after turning negative.

Second, entry quarantine

All entry personnel will no longer be tested for nucleic acid, and those with normal health declaration and routine quarantine at customs ports can be released to the public.

Persons with abnormal health declaration or symptoms such as fever shall be tested by the customs for antigen. If the result is positive, it belongs to asymptomatic infected people or light cases without serious basic diseases, and can be taken at home, isolated in residence or self-care. In other cases, it is recommended to go to a medical institution for treatment as soon as possible. If the result is negative, the customs will carry out routine quarantine according to the Frontier Health and Quarantine Law and other laws and regulations.
