System integration is the main way and means to improve efficiency, which requires speeding up the transformation from decentralized legislation to comprehensive legislation, clarifying the responsibilities of central and local governments, integrating the business management process of security projects, and establishing a social security information platform integrating urban and rural areas. The medium-term goal of the integration of urban and rural social security system is one system, two standards and full coverage, that is, first unify the basic security system, but allow differential treatment between urban and rural areas, and the system covers all residents; The long-term goal is multi-level, unified management and coordinated development, that is, in addition to unifying the basic security system, we must also build a multi-level security system that integrates urban and rural areas to achieve unified management and coordinated development.
