Article 2 The term “old revolutionary base areas” as mentioned in these Regulations refers to the old revolutionary base areas established and developed by the Chinese people under the leadership of the Communist Party of China during the Second Civil Revolutionary War and the Anti-Japanese War.

People's governments at all levels should focus on supporting the development of poor counties (cities, districts), townships (towns) and villages in old revolutionary areas.

The specific list of old revolutionary base areas and poverty-stricken counties (cities, districts) and townships (towns) in old revolutionary base areas shall be determined by the Provincial People's Government in accordance with relevant national regulations and announced to the public. Article 3: Supporting the development of old revolutionary base areas adheres to the principles of scientific coordination, highlighting key points, prioritizing arrangements, comprehensive support, and focusing on actual results. Article 11 The people's governments of counties (cities, districts) in old revolutionary base areas shall, in accordance with the principles of planning guidance and centralizing financial resources, comprehensively arrange support projects for old revolutionary base areas, work-for-relief and poverty alleviation, achieve large-scale utilization of funds, and improve the efficiency of fund use.
