Sessions of the United Nations Convention against Transnational Organized Crime

The first session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime was held in Vienna. Seventy-nine States parties, 42 signatories, United Nations agencies and regional organizations attended the meeting, and a delegation of the Government of China, led by Ambassador Yin Yubiao, legal adviser of the Ministry of Foreign Affairs, attended the meeting and was elected as the vice-chairman of the meeting. The meeting was highly valued by all parties, and adopted the Rules of Procedure of the Assembly of States Parties, the 2005 work plan of the Convention, two protocols on trafficking in persons and smuggling of migrants, and four questionnaires on the implementation of the Convention and its protocols, which laid a good foundation for the future assembly of States Parties and the implementation of the Convention and its protocols.

The second session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime was held in Vienna. Representatives of 65 States parties, 32 signatories and relevant United Nations agencies, intergovernmental international organizations and non-governmental organizations attended the meeting. The meeting reviewed the performance of various countries, focusing on international judicial cooperation and technical assistance. China sent a delegation headed by Ambassador Wu Hailong, the representative to the United Nations and other international organizations, and actively participated in the relevant work of the conference.

The third meeting of the States parties to the United Nations Convention against Transnational Organized Crime was held in Vienna. Representatives of 82 States parties, 25 signatories and relevant United Nations agencies, intergovernmental international organizations and non-governmental organizations attended the meeting. The Meeting decided to establish an open-ended working group on international cooperation as a permanent body of the Meeting of States Parties. China sent a delegation headed by Ambassador Tang Guoqiang, the representative of the United Nations and other international organizations in Vienna, and actively participated in the relevant work of the conference.

The meeting of the Intergovernmental Working Group on Technical Assistance of the United Nations Convention against Transnational Organized Crime was held in Vienna. The meeting considered topics such as priority areas of technical assistance, coordination and resource mobilization, performance indicators and the effectiveness and future of the working group. China sent a delegation to attend the meeting. The delegation of China called for strengthening technical assistance in the field of international cooperation and stressed that attention should be paid to the actual needs of developing countries. The meeting decided to retain the Intergovernmental Working Group on Technical Assistance and continue its work.
