Baicheng has a long history. There have been many myths and legends about the origin of "Baicheng". A long time ago, in the middle of winter, the sky suddenly changed, and the wind rolled heavy snow and covered the ground. In an instant, sheep and snow rolled into a ball, and the whole grassland was in chaos. At the critical moment when sheep and people were about to be swept away by the storm and blizzard, suddenly, people saw a tall snow ridge surrounding the depths of the grassland, forming a huge snow city, and the snow wall fell from the sky, tightly surrounding the people and livestock in the city and spared them. Since then, nomadic Mongolians have regarded this place as an auspicious place and named it "Chaganhaote", and they come here every year to offer sacrifices and praise this white city. Whenever the morning sun rises in Ran Ran, or dusk comes, you will have a strange illusion when you look down from a distance. The whole street reflects a silvery white, bright and dazzling, hence the name "Baicheng". Archaeological findings show that as early as the late Paleolithic period, that is,1.2000 years ago to about 8000 years ago, people lived here. In the Neolithic Age, the ancestors of Namin people lived in the east of Baicheng, and the ancestors of Donghu people lived in the west. People live a primitive life of fishing and hunting by mountains and rivers.

From the Qin and Han Dynasties to the Southern and Northern Dynasties, the owners of Baicheng were Xianbei people. At the beginning of Liao Dynasty, Taizhou, the first state-level government agency in history, was established in Baicheng, which is the site of Chengsi ancient city in Deshun Township, Taobei District, Baicheng City, located on the north bank of Taoer River. Taizhou, Liao and Jin, subordinate to Huanglinfu, Shangjing Road, are military and political centers in the northern region controlled by Liao.

At the beginning of Yuan Dynasty, Taizhou in Liao and Jin Dynasties was changed to Taizhou Prefecture and later to Tekin Road. In the Ming Dynasty, there were Taining Wei (Taizhou), Ta 'er River Wei (Daan) and Bugrahan Wei (Xinglong Mountain in Tongyu) in Baicheng. In the Qing Dynasty, Baicheng was the king's pasture in Zasak County, Mongolia. 1902, the Qing government began to implement the policy of "immigration to the real border" and allowed land reclamation on both sides of the Taoer River. With the development of agriculture and the increase of population, 1904 began to establish administrative offices in Baicheng area, including Jing' an County (later renamed Baicheng) of Baicheng, Kaiping County of Halabusu, Taonanfu and Dalai Hall of Shuangliu Town, An Guang County of An Guang and Zhendong County of Nancha Gannao.

During the Republic of China, the regime was still attacking the Qing Dynasty, and Baicheng area was ruled by local warlords Wu and Wan Fulin successively. Located in the compound of Baicheng Municipal Government, the "Chuangjian Building" is a private mansion that Wan Fulin started to build in 1926 when he was an official in Northeast China. Taonan Wu Commercial Building was built by Wu to reward the warlord Zhang for "opposing Guo Songling", which is a historical witness of the warlords' struggle for power and profit.
