How do foreign businessmen who do business in China and travel to and from China for a long time or have investment enterprises in China apply for a long-term residence permit in China?

Chinese style: "green card"

"Green card", to put it bluntly, is a permanent residence certificate, which is divided into nationality of the country of residence and nationality of the country of residence. China's "green card" system refers to the system in which the China government grants permanent residency in China to foreign senior management talents, scientific and technological talents and foreign investors with large investment, and gives holders of permanent residence certificates preferential treatment such as visa-free entry.

As early as 1985, when China formulated relevant laws, it stipulated that "foreigners wishing to stay permanently in China can obtain long-term residence and permanent residence qualifications". At present, the research, drafting and revision of the "green card" system in China are progressing smoothly, and the draft is being gradually improved. After further revision, it will be submitted to the State Council for approval and promulgation. Since this is a "perfection" of the previous legal provisions, the "pilot" procedure will be omitted and directly implemented nationwide. At the same time, because China is a populous country, not an immigrant country, there are only three kinds of people who hold China's "green card": foreigners who have made great contributions to China's reform and opening up, mainly including foreign senior management talents, scientific and technological talents and investors with large investment; Some domestic units are in great need of artistic and technical talents; Family reunion personnel. Officials from the Ministry of Public Security said that China will establish a "green card" system in line with international practice by 2003.

With China's accession to the World Trade Organization, the further expansion of reform and opening up, the vigorous development of the national economy, and China becoming a "manufacturing center of the world", more and more "foreign workers" will flood into China, and people are increasingly aware that providing convenience for foreigners' life and entry and exit will greatly benefit China's economic development. Therefore, local governments at all levels have paid unprecedented attention to a small "green card" and all hope that China will implement the "green card" system as soon as possible.

Accelerate the pace of integration with the world and establish a more open international image. After joining WTO, China's "green card" system is like a "threshold" in the process of connecting with the world and opening wider to the outside world. If it is not implemented, it will directly affect China's integration into the global economy. In the international context, China citizens can apply to live abroad or become foreign citizens. Similarly, foreigners can apply for permanent residence in China. Integration and communication are two-way. It is the general trend for China to establish a "green card" system in line with international standards, which not only shows that an open China will be more open, but also conforms to China's national conditions, instead of the "concession-style" residence permit in the old China period.

Absorb world elites and open the door to entry and exit management. According to the statistics of the public security department, since 1989, the number of people entering and leaving China has reached13.34 million, with an average annual increase of 27.9438+0%; 65.438+0.22 billion inbound and outbound means of transport (racks, trains and ships), with an average annual growth rate of 23.4%; 24.83 million citizens went abroad for personal reasons, with an average annual growth rate of 54%. The history of world economic development and the practice of China's reform and opening up for more than 20 years have proved that closing the door to the outside world can only lead to poverty and backwardness. To realize the great rejuvenation of the Chinese nation, a large number of talents are needed. Besides cultivating these talents by myself, the quickest way is to open the country and introduce and absorb world elites for our use. According to the statistical analysis of relevant departments, in the 20th century alone, hundreds of thousands of talents from China flowed abroad for various reasons, among which the United States was the largest, and China's elite talents created immeasurable social wealth for foreign countries. Therefore, in order to attract world elites, we must implement the "green card" system to facilitate their work and life, enable foreigners to settle down and work, and contribute their wisdom to China's economic construction.

In order to speed up the reform of China's entry-exit management, the relevant departments are studying and formulating relevant laws and implementation measures on the one hand, and adding entry ports on the other hand to facilitate the entry of foreigners. Since 1989, China has added 1 10 entry ports and 150 border checkpoints, bringing the number of border checkpoints in China to 265. At the same time, eight port visa points were added for overseas personnel, bringing the number of port visa points to 2 1. In cooperation with the tourism department, the public security department has also opened up 20 destination countries for citizens to go abroad at their own expense.

In 200 1,110/0, at the national conference on exit and entry management of public security, China introduced six other exit and entry reform measures, and it is planned to put all these reform measures in place in about four years. These six measures are mainly:

Issue China "green card" to foreigners. Among the six reforms, the most striking one is the issuance of "green cards" to foreigners. By 2003, China will establish China's "green card" system in line with international practice, grant permanent residency in China to foreign senior management talents, scientific and technological talents and foreign investors with large investment, grant holders of permanent residence certificates visa-free entry and other preferential treatments, and actively attract foreign talents and funds to serve China's economic construction and social development.

Passport with ID card. Before 2005, China will strive to realize that citizens can directly "apply for passports on demand" with their ID cards and household registration books in large and medium-sized cities all over the country, so as to completely simplify the passport application procedures. This measure has been piloted in Shanghai, Zhuhai, Shunde and other large and medium-sized cities. With the approval of the Ministry of Public Security, one or two large and medium-sized cities can be selected for piloting.

Cancel the quota limit for going to Hong Kong and Macao. From June 5438+February 1 day, 2002, the quota restrictions on business and tourism in Hong Kong and Macao will be abolished to facilitate mainland residents to engage in business and tourism activities in Hong Kong and Macao. At the same time, the validity period of business endorsement to Hong Kong and Macao can be relaxed to 3 years at the longest. The application for business endorsement to Hong Kong and Macao with a validity period of less than 3 months shall be exempted from the restrictions on tax payment and foreign exchange income, and the application shall be made on demand.

There is no need to submit an invitation letter for exit application. By the end of 2002, China will cancel the requirement of submitting an invitation letter when going abroad for personal reasons, and at the same time cancel the practice of issuing an exit registration card with a passport when going abroad for the first time, so as to further facilitate citizens to enter and leave the country for personal reasons.

Open a special passage for China citizens to enter the country. In order to make China citizens feel more intimate and proud of returning to the embrace of the motherland, the entry-exit administration department of China, on the basis of summing up the experience of setting up China citizens' special entry passages at Beijing and Shanghai ports, will implement them at Hongqiao, Baiyun, Waisha, Gao Qi, Shenyang, Zhoushuizi, Nanjing, Fuzhou Airport, Guilin and Kunming 10 airport ports to facilitate citizens' entry and exit.

Foreigners' group tourist visas can be processed at the port. Since June 65438+1 October12002, China has expanded the scope of handling port visas, given the port visa authorities the function of handling group tourist visas for foreigners, and facilitated the entry of foreign tourist teams, thus attracting more foreigners to visit China.

After the introduction of these six reform measures, it has aroused widespread concern in society. It is particularly worth mentioning that four of the six reform measures were put into practice less than four months after they were announced to the public, and their high efficiency won people's praise. Nine cities, including Shenzhen, Zhuhai, Zhongshan, Shunde, Maoming and Shantou in Guangdong Province, Fushun in Liaoning Province, Zibo in Shandong Province and qionghai city in Hainan Province, have applied for passports on demand. Since September 1 2002, Shanghai has also launched a pilot project for citizens to apply for passports on demand. At the same time, with the approval of the Ministry of Public Security, Shanghai will also take the lead in piloting the "Shanghai Residence Permit" system. According to reports, the Shanghai Residence Permit is intended to be first implemented among domestic and foreign talents who work or start businesses in Shanghai, including talents from other provinces and cities, talents from Hong Kong, Macao and Taiwan, overseas personnel who have obtained permanent residency, and various foreigners, so as to further accelerate the gathering of outstanding talents and accumulate stamina for building Shanghai into an international financial, commercial and entrepreneurial center.

China's "green card" system is welcomed by "foreigners"

Since 1989 obtained China's "green card", 67 foreigners have obtained permanent residency in China. These 67 people are "people who have made outstanding contributions to China's economic and social development."

The implementation of the "green card" system in China has aroused strong repercussions from foreigners, who repeatedly praised: "Good, good!" Mr. Wu Ke Chang, President of Singapore Chamber of Commerce in China and President of Singapore Development Bank Beijing Branch, said that if the proposed "green card" system can be widely implemented, many foreigners who have been working, doing business and investing in China for a long time are expected to avoid the tedious work of changing their residence and employment permits every year. In any case, it is "encouraging good news" that China will implement the "green card" system. Mr Vincent Frank, the chief representative of Nanjing office of Spanish Ackbar Automobile Service Co., Ltd., the world's automobile service giant, said that China will implement the "green card" system, which shows that China has really begun to integrate into global integration and foreigners can work with peace of mind. Motorola, Siemens, Philips, Procter & Gamble, OVOMA and other institutions or representatives in China all praised and welcomed this system, saying that it is very suitable for people who work in China and want to live in China permanently.

Some experts from the State Council Policy Research Office and China Academy of Social Sciences believe that China's economy is unique in the world and has great attraction. The implementation of the "green card" system is a measure to promote economic development and strengthen international competitiveness, but it is definitely different from the introduction of 654.38 billion and 2 billion US dollars to make people see immediate results. The implementation of this system will have a far-reaching impact on China's reform and opening up. China's "green card" system will allow more and more world elites to go to China, which will certainly promote China's economic development and social progress. We should look forward to it optimistically.
