4. In state organs, institutions and social organizations, family members (parent-child relationship) or legal dependents, or people who have worked in large and medium-sized state-owned enterprises for more than ten years and have a stable income (except the families of martyrs) cannot become poor households.

5. Family members who are responsible for private enterprises, family members who have been engaged in various profit-making activities such as project contracting and contracting for a long time, and family members who have hired others to engage in production and business activities for a long time cannot become poor households.

6. Family members who fail to provide family income truthfully, conceal their residential property and deliberately give up or transfer their residential property cannot become poor households by studying abroad at their own expense and buying commercial endowment insurance.

7. If the family is uninhabited for more than one year, unable to get in touch, unable to provide proof of actual residence, and separated from each other, it cannot become a poor household.

8. Those who are dealt with by the public security organs for gambling, drug abuse, fighting, seeking trouble, and engaging in cult activities for a long time and refuse to correct them cannot become poor households.

9. After reporting and verifying the poor households during the publicity period, or if the masses can't make a reasonable explanation for the report, they can't become poor households.
