As resource-based cities, why didn't Huainan and Huaibei successfully transform like Tongling?

Resource-based cities are urban types whose leading industries are the mining and processing of natural resources such as minerals and forests in the region. The advantage of resource-based cities is that they are rich in resources and have a higher starting point than other cities, but they also have to face the problem of transformation. We must realize industrial transfer before the exhaustion of resources comes. Huainan and Huaibei are the largest coal resource cities in Anhui, and they are also facing resource depletion at present, but the transformation is not successful at present. But in Tongling, the copper mine here may have been hollowed out long ago. Why is economic development still not hindered?

Tongling is known as "the ancient copper capital and contemporary copper base of China" because of its mining industry. At that time, Tongling produced the first furnace of copper water in New China, which made great contributions to the industrial system of New China. Today, Tongling has successfully transformed into a dual demonstration city of national energy conservation and emission reduction and circular economy. The local copper industry, represented by Tongling Nonferrous Metals Group Corporation, may contribute the most to the success of the transformation. What if there is no copper in the local area? That's like foreign imports (such as South America), the evolution and reform of copper smelting process, and the extension of industrial chains such as PCB, electronic components and batteries are also important reasons for Tongling's transformation.

Simply put, Tongling relies on copper for development, but not entirely on copper. Based on copper, many sub-industries have been derived, including new energy vehicles, metal materials, advanced equipment, environmental protection materials, electronic information technology and so on. Therefore, the wisdom of Tongling people is highlighted in life and death. In addition, there are many talented local business people who led Tongling to realize industrial transfer in a short time.

What about Huainan and Huaibei? Huainan and Huaibei are also immigrant cities in a strict sense, built because of coal mines. Huainan and Huaibei are located in northern Anhui, and the economic level of cities in northern Anhui is generally not as good as that in southern Anhui. One reason is the lack of funds. The population of the other two cities is more mining and less coal bosses. However, a few coal bosses have formed vested interests and nepotism, and they are even more unwilling to consume locally, which has caused a huge gap between the rich and the poor and failed to make good use of local coal resources and realize industrial transfer.

In addition, from the perspective of urban topography, Huainan is areal and its population is scattered and not concentrated, so it is difficult to form a city's main culture and establish a perfect industrial chain. Huaibei, the smallest prefecture-level city in Anhui, is second only to Tongling in area, but there are many people in Huaibei, and the per capita GDP is far less than Tongling. In addition, the brain drain in Huaibei is serious, which makes local talents unwilling to develop and build in their hometown. This is also one of the reasons.

Even so, Huainan and Huaibei have great development potential. Huainan's current goal is to improve the coal-electricity industrial chain and make the non-coal industrial cluster bigger and stronger. Huaibei also focused on the wine industry. Once the problem of urban transformation is solved, it is believed that both cities can achieve rapid development.
