Organize water conservancy technicians to scientifically design water conservancy project planning for agricultural development; Concentrate on organizing forestry technicians, go deep into the fields of the project area, rationally arrange and scientifically select and determine tree species, so as to make the design of IFAD farmland forest network project more feasible. In key poverty alleviation villages and relocation projects of poverty alleviation immigrants, mobilize the masses to actively participate in discussion and appraisal, hand over the original poverty alleviation policies of the party and the state to the masses, let the masses decide the construction content and relocation targets themselves, and let the masses give full play to their role as masters to ensure that the construction of poverty alleviation and development projects truly meets the needs of the masses. In project planning and design, design units with professional qualifications are required to carry out planning and design to ensure that the project construction meets scientific requirements.

Second, strictly implement the systems of project legal person system, project bidding system, project supervision system, inspection and acceptance system and publicity system, and pay close attention to project quality management. In the implementation of this year's project, the county poverty alleviation (IFAD) office earnestly performed its duties as a project legal person, conducted public bidding for projects such as water conservancy, forest network and tractor road in strict accordance with the project bidding procedures, invited professional and technical personnel from water conservancy, forestry, transportation and other industries to bid, and selected the best construction unit. At the same time, determine the supervision unit with engineering supervision qualification to conduct comprehensive supervision of the project. Construction was carried out in strict accordance with the planning and design, and a project implementation supervision team was set up to supervise and inspect the construction quality of the project and correct problems in time. Pay close attention to key links and processes, and implement the mass quality supervisor system for five key processes, such as one repair, two pressing and two paving, to ensure the quality of project implementation. Organize professional and technical personnel of relevant departments to carry out acceptance of completed projects, and only after acceptance can reimbursement and disbursement of funds be made. All projects are publicized in strict accordance with the requirements of provinces and cities, and consciously accept the supervision of all sectors of society and the masses, so that the masses can fully enjoy the right to know, supervise, manage and participate.

Third, strict fund management procedures to maximize the use of poverty alleviation funds. Effectively strengthen coordination with the financial sector, strive to explore the management mechanism and methods of poverty alleviation funds, and steadily promote the reimbursement system of financial poverty alleviation funds. Set up a special account for poverty alleviation funds, manage it by special personnel, and operate it in a closed way to ensure earmarking. The project implementation unit regularly puts forward a plan for the use of funds according to the project plan, project implementation contract, project responsibility letter and project progress, which is audited by the county poverty alleviation office and allocated by the financial department. Strict reimbursement procedures, resolutely follow the principle of "funds follow the project" and adhere to the principle of "planning first, then implementation; Start first, then pay in advance; First acceptance, then reimbursement. " A publicity system for the use of funds will be implemented. After the completion of the project, the final accounts will be posted in a conspicuous place and fully accepted by the masses.

Fourth, integrate agriculture-related funds to jointly promote the development of the project area. With the project area as the platform, this year, 7.478 million yuan will be actively integrated for water conservancy, agriculture, transportation, health, civil affairs, education, land, radio and television, etc. Make joint efforts to improve the agricultural and rural infrastructure in the project area, develop leading agricultural industries, effectively improve the infrastructure conditions of key poverty alleviation villages and resettlement villages, and lay the foundation for people's income increase and rural development in the project area.

The planned total investment of the comprehensive agricultural development land management project is10.22 million yuan, including 7.62 million yuan from the financial fund and 2.6 million yuan from the public. It is planned to transform 6.5438+0.2 million mu of medium and low yield fields in Hengshui Town. The project started on June 5438+ 10 last year, and the construction task was fully completed by the end of May this year. The project area involves 44 villagers' groups in five villages of Hengshui Town, namely Yinjiawu Village (see Figure 3), Dancun Village, Songjiacun Village, Luocun Village and Kangjiazhuang Village, which are concentrated and contiguous, with 22 new motor wells, 27 old motor wells repaired, 85 kilometers of low-pressure water pipes buried and water pipes erected. Through comprehensive development, the wheat yield per mu in the project area has reached more than 65,438+0,000 Jin, and the cash crop area accounts for more than 40% of the crop area. In the first half of the year, the per capita income of farmers in the project area increased by 650 yuan. A demonstration garden of 1,000 mu of apples, protected vegetables and strawberries has been built in the project area of Yinjiawu Village in Hengshui Town, and "four demonstration areas" of modern high-efficiency agriculture have been built, namely, demonstration areas of agricultural infrastructure, industrial structure adjustment, agricultural technology popularization and farmers' income increase.

The planned total investment of the industrialization management project of agricultural comprehensive development is 29.54 million yuan, including 65.438+820,000 yuan of financial funds, 65.438+572,000 yuan of self-raised funds and 65.438+200,000 yuan of bank loans. A new 2000-ton deep processing production line of preserved donkey meat is built in Baoji Huayu Food Co., Ltd. At the end of June, the project completed the construction investment and built 65 production workshops.

The relocation project of poverty alleviation immigrants has a total investment of 8.58 million yuan, including 2.859 million yuan of financial poverty alleviation funds, and 540 people in 29 households in Madaokou Village of Changqing Town, Tuntou Village of Liulin Town and Yanjiazhuang Village of Fanjiazhai Town. At present, the main project construction of three villages 129 relocation houses has been completed.

The key poverty alleviation village project, with a total investment of 3.786 million yuan, of which the financial fund is 65.438+0.75 million yuan, will be implemented in six villages, namely Gounan Village, Jingcun Village, Taibaimiao Village of Yaojiagou Town, Daxia Village of Miganqiao Town, Jigemura of Guo Wang Town and Changqing Village of Changqing Town. At present, there are 25 villages with 3,500m streets, 5,800m drainage ditches, 30 main roads and streets, and 6 villages with more than 380 "three piles" and "three chaos" that have been sanded and hardened, greatly changing the village appearance of poor villages.

The county's "three-no-households" affordable housing project has a financial investment of 6.5438+0.9 million yuan, and 95 "three-no-households" affordable housing projects have been implemented in 29 villages in 8 towns along the northern mountain. At present, the construction of 95 houses is being actively implemented.
