Bidding procedures
1. The place where the application is submitted is the applicant's residence.

If the countries in the key aid areas to which the applicant belongs have not signed a development partnership agreement with France, the applicant shall sign a commitment letter to return to the country of origin at the same time when submitting the application, that is, the maximum residence period in France shall not exceed 6 years from the date of obtaining the residence permit for outstanding talents.
2. Composition of application materials
The materials to be submitted include the applicant's career planning introduction, resume, a copy of my highest education certificate, proof of income tax payment and proof that the applicant has no criminal record in the country of residence in the last three years.
The consulate or police station will evaluate the applicant's career plan according to the criteria finalized by the Committee of Excellent Talents (published in the Official Gazette on February 8, 2007 +65438). If the consulate or police station thinks it is necessary, it will make an assessment after interviewing the applicant.
The material review time is one month.
If it is decided to issue a residence permit after examination, the consulate will issue an entry visa valid for more than three months to the applicant, and at the same time send the applicant a letter approving the issuance of a residence permit for outstanding talents, which will be issued by the provincial police station where the applicant lives after arriving in France.
If the holder of residence permit for outstanding talents fails to submit the medical certificate issued by ANAEM to the local police station within 6 months after arriving in France, his residence permit will be withdrawn.
