As of July 20th, 2002 1 year, Gaocheng District had jurisdiction over 13 towns, 1 ethnic townships,1economic and technological development zones, 239 administrative villages and 240 natural villages.

Xing 'an Town is located in the east of Gaocheng District, bordering Jinzhou in the east, Chang 'an Town in the southeast, Meihua Town in the south, Lianzhou Town in the west and Wuji County across the Hutuo River in the north, with an area of 64.79 square kilometers.
