12 convenience measures

National Immigration Bureau introduced 12 convenience measures:

1. Foreign high-level talents, foreigners with significant outstanding contributions and special needs of the country may apply to the exit-entry administration department of the public security organ for permanent residence in China upon the recommendation of the relevant competent department of the state, the provincial people's government or the administrative department of key national development areas.

2. Foreigners who have worked continuously in China for four years, have actually lived for not less than six months each year, have an annual wage income of not less than six times the average wage of employees in the town where they live last year, and pay personal income tax of not less than 20% according to the annual wage income standard, may apply to the exit-entry administration department of the public security organ for permanent residence in China.

3. Foreign Chinese working in China who have a doctorate or have worked continuously for 4 years in key national development areas and have actually lived for not less than 6 months each year may apply to the exit-entry administration department of the public security organ for permanent residence in China.

4. Foreign experts and scholars invited by domestic key institutions of higher learning, scientific research institutes and well-known enterprises, as well as foreign high-level management and professional and technical talents recognized by the competent department of talents of the people's government at or above the municipal level and the competent department of scientific and technological innovation, may apply to the port visa department of the public security organ for port visa entry. After entering the country, you can apply to the exit-entry administration department of the public security organ for multiple visas or residence permits with a validity period of less than 5 years with the proof letter of the inviting unit and other materials.

5. Foreign talents and members of innovation and entrepreneurship teams introduced from domestic key development fields and industries can apply to the exit-entry administration department of the public security organ for a residence permit with a validity period of not more than 5 years with their work permit and unit letter of introduction. Foreign members of the innovation and entrepreneurship team can also apply for a residence permit with a validity period of not more than 5 years with a letter of guarantee issued by the team leader.

6. Foreigners who have made outstanding contributions and have special needs in the country can recommend foreign members of their work teams and scientific research assistants to apply for long-term visas or residence permits valid for less than 5 years to the exit-entry administration department of the public security organ.

7. Foreigners employed by enterprises and institutions in China, whose work permits have been completed, can apply for work-related residence permits with work permits and other materials to the exit-entry administration department of the public security organ; Those who have continuously applied for a work residence permit for more than 1 year without any illegal acts may apply for a work residence permit for the third time, and may apply for a work residence permit valid for 5 years from the exit-entry administration department of the public security organ as required.

8. Foreign high-level talents working in key universities, research institutes and well-known enterprises in China can work part-time to innovate and start businesses with the consent of their work units and part-time units, and file with the exit-entry administration department of the public security organ.

9. Outstanding foreign students who have obtained bachelor's degree or above from domestic key institutions of higher learning who engage in innovative and entrepreneurial activities in China after graduation may apply to the exit-entry administration department of the public security organ for a residence permit valid for 2 to 5 years with their university diploma and innovative and entrepreneurial certificates.

10. Foreign students who have graduated from internationally renowned universities and come to China for innovation and entrepreneurship within 2 years after graduation may apply to the exit-entry administration department of the public security organ for a residence permit with a validity period of no more than 2 years on the basis of their academic qualifications (degrees) and other materials.

Foreign students from overseas universities invited by well-known domestic enterprises and institutions to practice in China can apply for a visa valid for 1 year to carry out internship activities with the letter of introduction from the inviting unit and the certificate of studying in the university. Foreign students from overseas universities who practice in China according to intergovernmental agreements may apply for work-related residence permits as required.

12. Promote the establishment of immigration service centers (sites) in places where foreigners are concentrated, build an interactive platform for immigration exchange, and provide social integration services such as policy consultation, residence travel, legal aid, language and culture for permanent foreigners.
