Insurance paid by land-expropriated farmers in Taizhou is not deducted from the resettlement fees.

The individual contribution of the funds needed for social security of landless farmers can be paid directly from the land compensation fees and resettlement subsidies they have obtained.

The State Council's "Decision on Deepening Reform and Strict Land Management" mentioned that it is necessary to properly resettle landless farmers and ensure their long-term livelihood. In the urban planning area, the local people's government should incorporate the landless peasants into the urban employment system and establish a social security system; Outside the urban planning area, when the land collectively owned by farmers is expropriated, the local government shall reserve necessary cultivated land or arrange corresponding jobs for the landless farmers within its administrative area; Land-expropriated farmers who do not have basic production and living conditions should be resettled in different places.

In principle, the social security funds for landless farmers are shared by individual farmers, farmers' collectives and local governments, and the specific proportion and amount are determined in combination with local conditions. However, according to the Notice of the General Office of the State Council on Forwarding the Guiding Opinions of the Ministry of Labor and Social Security on Doing a Good Job in Employment Training and Social Security for Land-expropriated Farmers and the Notice of the General Office of the State Council on Standardizing the Management of Revenue and Expenditure for the Transfer of State-owned Land Use Rights, the funds needed for social security of land-expropriated farmers are uniformly arranged from the resettlement subsidies approved by local governments and the land compensation fees for land-expropriated farmers. If the two expenses are not enough, the local government will solve them from the paid use income of state-owned land.
